(a) Upon submission by the holder of a resident parking permit of a transfer fee of ten (10) dollars and a permit transfer application, the Department of Licenses and Inspections shall issue a new resident parking permit to the applicant for transfer to a qualifying vehicle.^[153]

(b) The transfer of a resident parking permit shall not affect its expiration date.
