GENERAL DEFINITION

This is water conveyance systems work at the managerial level, directing a major component of the City's overall water distribution or collections systems. Employees in this class are responsible for directing a comprehensive maintenance, repair, inspection and monitoring program in the area of water pumping systems, or a repair and maintenance program for the water distribution system, or a repair and maintenance program for the wastewater collection system. Contact with departmental personnel, contractors, public utilities and environmental agencies to coordinate conveyance operations and ensure adherence to federal and state guidelines is a significant aspect of the work. Work is performed under the supervision of an administrative superior.

ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)

  1. An employee in this class directs, through subordinate supervisors, repair and maintenance activities in a major area of the City's conveyance systems.
  2. The positions must be located in the Water Department.
  3. Only three positions will be allocated to this class.

BOTH SPECIALTIES

Establishes work standards and reviews work performance to ensure proper productivity; plans work assignments to accommodate several variations in workload, special projects, ongoing programs and emergency priorities; assigns crews to accomplish work; keeps records of work complete, in progress and work projected for later scheduling; schedules routine and long range tasks as appropriate; authorizes changes or deviations from proposed methods to suit the work situation; confers with subordinate supervisors regarding work progress and tasks or authorized action that facilitates increased production in critical assignments, such as changing crew composition, and size, requesting support equipment, operators, new materials, tools or supplies; monitors performance measures and initiates process improvements to meet unit level goals and objectives.

Coordinates orientation of new employees to departmental policies and practices; plans, provides for, and arranges training in procedures and techniques; conducts safety meetings, providing safety instructions to field crews; coordinates the activities of a maintenance and repair training program; assists in defining maintenance and repair training needs and objectives; establishes the training schedule; implements the training program and coordinates the implementation with district supervisors; assists in the development of unit's computer-based record keeping systems; assists in planning, providing for, and/or training new employees in procedures and techniques; assists in establishing work standards and reviews work performance to insure proper productivity.

Works with administrative superior to prepare unit budget; prepares procurement documents and specifications and directs the conduct of tool inventory in a district or specialized area of responsibility; prepares and serves as reviewing officer for performance evaluations; conducts disciplinary hearings and meets union representatives; reviews and approves the scheduling procedures for the equipment pool in assigning tools and equipment to the districts and other city agencies; devises scheduling procedures to make the most effective use of pool equipment and staff; coordinates work for agencies outside of water operations and provides on-site direct supervision when required; evaluates equipment usage and recommends methods for more effective use of equipment; evaluates and recommends the purchase or use of new tools, equipment and techniques.

Visits field sites before major work projects are undertaken to determine probable extent of job and materials required; notifies concerned agencies of major shutdowns; advises superiors of probable complication which may require the cooperation of officials from public utilities or may involve the public.

Inspects properties damaged by water in the event of possible litigation against the department; prepares or directs the preparation of written activity and progress reports for administrative review; completes the required forms and records and routes them to the proper personnel.

Ensures compliance with Safe Drinking Water Act and Clean Water Act; coordinates response with Industrial Waste Unit and Pennsylvania Department of Environmental Protection, and cooperates with them on environmental concerns; prepares written reports for management.

Performs related work as required.

PUMPING SPECIALTY - One position

Plans, assigns and reviews, through subordinate supervisors, the work of a large staff engaged in the maintenance, repair, inspection and monitoring of electrically and mechanically operated pumps, auxiliary equipment and other types of equipment and in the maintenance of grounds areas; directs pumping activities through subordinate supervisors responsible for the maintenance of various conveyance system pumping stations.

Coordinates the maintenance, repair, inspection and monitoring activities of the City's pumping system by analyzing production reports, if required by assignment; makes periodic visits to various work areas to observe staff maintenance, repair, inspection and monitoring activities to ensure that established methods and techniques are adhered to and that federal and state regulations are met; points out areas of non conformance and recommends corrective action; develops and implements procedures to meet emergency and unusual production demands; directs through subordinate supervisors the maintenance of motorized transmission valves, pumping and auxiliary equipment at elevated and underground storage and intake facilities, and electrolysis equipment; directs through subordinate supervisors or contractors the maintenance of grounds surrounding pumping stations and storage and intake facilities; directs and implements a computerized record keeping system; analyzes pumping system equipment through computerized data; confers with departmental computer programming experts to develop new record keeping programs.

DISTRIBUTION AND COLLECTION SPECIALTY - Two positions

Plans, assigns and reviews, through subordinate supervisors, the work of a large staff engaged in either the repair, maintenance and updating of the water distribution systems, or the wastewater collection system; directs provision of emergency response to customer complaints; directs investigation of customer complaints; directs responses to requests from customers for service; determines causes of complaints; determines if requests are appropriate; determines the appropriate action which rectifies situation; prepares correspondence to customers explaining causes of problems and explanations of the department's response.


REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

PHYSICAL AND MEDICAL REQUIREMENTS

Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as a Water Conveyance Systems Superintendent.
