GENERAL DEFINITION

This is industries shop management work at the first supervisory level. An employee in this class instructs and monitors the activities of inmates in an institutional industries shop which provides employment and vocational training in the methods, practices and techniques in the area of specialization. An employee in this class also advises inmates in the performance of the work, and evaluates and reports on their cooperativeness, capability and potential. Work is performed under the administrative supervision of a Correctional Industries Manager and involves regular exposure to unpredictable conditions, and requires frequent light physical effort.

ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)

Position must perform duties in a correctional industries shop of the Philadelphia Prisons.
Position must train and monitor the activities of inmates in a Correctional industries shop in the area of specialization and evaluate and report on their cooperativeness, capability and potential.

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

All Specialities:

Plans shop operation; schedules work based on priorities; prepares requisitions for supplies; maintains production schedules and records; prepares a variety of reports pertaining to industries shop operation.
Supervises inmates performing various industries shop tasks; instructs inmates in the industries work methods, practices and techniques; demonstrates to inmates the use of industries shop equipment; insures that inmates adhere to industries rules and regulations; estimates time for inmates to complete work; inspects inmate work regularly for accuracy and completeness; searches inmates for contraband; reports inmates for disciplinary action; prepares inmate payroll and attendance record.
Analyses industries shop operation; recommends changes as necessary.
Maintains records of inmates participating in industries shop operation or program.
Performs related work as required.

Carpentry Shop Specialty:

Designs and constructs police barricades, computer units, desks, credenzas, returns, wood file cabinets, book cases, pedestals, conference tables, coat trees, picture frames, window boxes, plaques, simple wooden furniture and room partitions; performs maintenance and repair to wooden furniture, partitions, windows and doors; makes minor repairs to shop machinery.
Assigns inmates to carpentry tasks; trains inmates in the cutting, shaping and finishing of wooden parts and products; demonstrates the use of shop machinery; instructs inmates in the safe utilization of shop tools and equipment; instructs inmates in the use of glues, wood finishes and metal items as part of the carpentry trade; trains and supervises inmates in the maintenance and repair of wooden partitions, wooden furniture, doors and windows; maintains production cost records of furniture manufactured.

Culinary Arts Speciality:

Arranges for purchase, storage and supply of food items; determines recipes; prepares menus; estimates quantities of food items to be prepared each day; insures that food preparation and serving of meals meet approved nutritional, safety and sanitary standards applicable in food service industry.
Provides inmates with training and instructional food service program in food preparation, house-keeping and other related areas; assists in exploring employment opportunities for successful inmates; contacts and arranges with private or contracted agencies for training and employment of inmates.
Analyzes inmate training activities and instructions; recommends changes as necessary.
Prepares a variety of reports pertaining to inmate training and instruction, or program operation.
Maintains records of inmates participating in the program.

Custodial Services Shop Specialty:

Assigns inmates to various phases of custodial services; trains inmates in general cleaning techniques and methods; instructs inmates in properly mopping, stripping and waxing floors, washing walls and windows, dusting and polishing furniture, and shampooing and vacuuming carpets; trains inmates in cleaning lavatories and replacing lavatory supplies and collection of trash and recyclable material; demonstrates the appropriate use and mixing of cleaning chemicals and materials; oversees inmates in the proper performance of their work; ensures inmates adhere to instructions; reports inmates for disciplinary action; prepares and maintains required reports and records.

Dry Cleaning Shop Specialty:

Assigns inmates to the various phases of dry cleaning shop production; trains inmates in spotting, dry cleaning, finishing, assembling and counter regimen; demonstrates the use of dry cleaning, washing, finishing and assembly line equipment; makes minor repairs to shop machinery; lectures inmates about chemical usage and proper heat applications; trains inmates in and ensures the employment of safe production methods.

Furniture Refinishing Shop Specialty:

Assigns and trains inmates in various furniture refinishing tasks, such as disassembly and assembly of chairs, tables, desks, cabinets and other furniture items, removal of paint from wood, the painting, staining, and varnishing of furniture and upholstering by others; training in interpretation of drawings and plans; trains inmates in surface preparation, removal of paint and stain using burners, sandpaper, electric sanders and liquid paint remover; mixes and matches paints and stains using the proper proportion of pigment.
Oversees the loading and unloading of furniture, material and supplies; performs complex maintenance and repair tasks for instructional purposes or if otherwise needed.

General Products Shop Specialty:

Supervises the activities of a shop engaged in making a variety of items such as mattress, cell sheets, pillows, towels and wash cloths; assigns inmates to specific phases of the work; trains inmates in laying out work, measuring, cutting and sewing various fabrics, and operating various hand power operated machinery.
Designs items from sketches; makes patterns; makes minor repairs to shop equipment as necessary.

Laundry Shop Specialty

Assigns inmates to various phases of the Laundry operation; instructs inmates in the weighing, counting and sorting of laundry and in operating laundry equipment; demonstrates to inmates the use of laundry equipment; ensures that inmates adhere to given instructions; reports inmates for disciplinary action; prepares inmate payroll and attendance record; maintains records of inmates participating in the program; prepares a variety of reports on training and program operation.

Print Shop Specialty:

Assigns inmates to the various phases of printing production; trains inmates in basic techniques and operation of the printing trade; trains inmates in layouts, engraving, setting up and running of the presses, engraving and offset machines, and finishing printing jobs.
Designs work forms and printing formats; lays out complex jobs; participates in work to demonstrate printing techniques or to assist in completion of assignments when necessary; confers with other city agencies on printing needs; makes minor repairs to machinery.

Tailor Shop Specialty:

Assigns inmates to the various phases of clothing production; trains inmates in operation of various hand and power tools, marking and cutting clothes, and sewing and finishing items.
Designs and makes patterns; cuts clothing and related items, patterns and sample materials; fits and alters uniforms; makes minor repairs to shop machinery.

Upholstery Shop Specialty:

Assigns inmates to the various phases of upholstery production; trains inmates in taking measurements, the layout and cutting of patterns, making pattern and seam allowances, and using sewing machines, drills, and hand tools used in the upholstery trade.
Supervises the loading and unloading of furniture, materials, and supplies; supervises the manufacture of pillows and mats and the repair of office furniture, living room furniture, cushions, and auto, van, and truck seats; designs and makes patterns; performs complex upholstery operations; makes minor repairs to shop machinery; maintain cost of records of furniture kits received and manufactured.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

KNOWLEDGE OF:

the care and use of a variety of tools, equipment and materials used in the appropriate trade
menu planning and catering techniques for the Culinary Arts specialty

ABILITY TO:

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 7/87.)

EDUCATION

Education equivalent to the completion of the twelfth school grade.

AND

GENERAL EXPERIENCE

Three years of experience in the trade or shop specialty.

AND

SPECIFIC EXPERIENCE

Two years of experience in the trade or shop specialty at the full performance level.

Any equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included the specific experience described above.

EXPERIENCE REQUIREMENT FOR THE CULINARY ARTS SPECIALTY

GENERAL EXPERIENCE

Three years of culinary experience involving food preparation.

AND

SPECIFIC EXPERIENCE

One year of culinary experience at the full performance level involving food preparation and one year of management experience in a large institutional or military setting, or a commercial, full service restaurant setting.

PHYSICAL AND MEDICAL REQUIREMENTS

Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

Possession of a valid proper class motor vehicle operator's license issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Industries Shop Supervisor.
Possession of a valid second class radio operator's license issued by the Federal Communications Commission during tenure of employment as a Industries Shop Supervisor in the Television Repair Shop Specialty if required by work assignments.
