This is full performance level upholstery work maintaining and repairing a wide variety of upholstered items. Employees in this class also cut and repair rugs and carpets and clean, repair and install shades and venetian blinds. Repairing, maintaining and fabricating flags, drapes, bunting and platform decorations for special events is important to the work.

Work is performed under the general supervision of a trades crew chief or maintenance supervisor. Working conditions involve some disagreeable aspects and work frequently requires light physical effort.

ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)

• positions must perform full performance level upholstery work.
• positions must be located in Public Property or the Office of Fleet Management.

• Inspects the piece of furniture to be upholstered and determines the extent of repair necessary; disassembles seat down to frame of upholstered materials using ripping chisel, mallet and shears; applies mixture of hot glue and wood filler to damaged sections of wooden frame or uses metal clips for metal frames; uses webbing stretcher to stretch webbing front to back and side to side; places springs in proper position, hand sews to webbing and ties down; covers springs with layers of burlap, cotton, muslin and finished coverings and sews and tacks into place; stains wooden sections of furniture to match original finish.
• Cuts and sews carpeting and glues patches to damaged or missing sections; may install carpeting in small or restricted spaces; repairs; maintains and fabricates flags, drapes, bunting and platform decorations for special events; installs and/or replaces grommets in flags, bunting and platform decorations.
• Strips automotive or truck vehicle seats down to frame using ripping chisel and shears; pads frame with cotton padding inserts listings and cuts and sews new covering; fits cover over seat and tacks or hog-rings cover to frame.
• Performs related work as required.

KNOWLEDGE OF:

• the methods, materials, tools and practices of the upholstery trade.
• the occupational hazards and safety precautions of the upholstery trade.
• the operation of standard and heavy-duty sewing machines used in the making of window drapes, flags, bunting and platform decorations.

SKILL IN:

• the care and use of tools, materials, and equipment of the upholstery trade.

ABILITY TO:

• understand and follow oral and written instructions.

EDUCATION:

• Completion of the eighth school grade.

AND

EXPERIENCE:

• One year of experience performing upholstery work as a helper or apprentice.

Or any equivalent combination of education and experience determined to be acceptable by the Personnel Department.

PHYSICAL AND MEDICAL REQUIREMENTS

• Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

• Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Upholsterer if required by work assignment.
