This is technical and supervisory electronic equipment repair work directing the installation, repair and maintenance of a variety of digital, analog, audio, video and radio equipment. Employees in the general specialty are responsible for in-shop repairs, and through a subordinate supervisor for field installation, repair and maintenance of such equipment. The employee in the 800 MHz specialty is responsible for the overall management, administrative duties and technical support of the 800 MHz radio system.
Work is performed under the direction of an administrative and technical superior. Assignments require evaluative thinking and are carried out in accordance with accepted standards and applicable Federal Communication Commission regulations. The employee in this class has controlling responsibility for the installation, repair and maintenance of a variety of digital, analog, audio, video and radio equipment.
800 MHz SPECIALTY
- Supervises technical staff engaged in the maintenance and testing of all equipment comprising the City’s 800 MHz emergency radio system, including portable and mobile radios, the system’s field sites, prime sites and master site; investigates reports of system malfunctions; coordinates all activities with the system contract provider including installation and repair of equipment, software upgrades and provision of technical services; directs the provision of technical support to system end-users.
- Attends regular meetings with the 800 MHz system vendor, consultants and end users, serves as focal point for all 800 MHz related issues, monitors contract specifications for compliance by system vendor; investigates dead spots for radio transmissions; responds to service requests or questions on system operation from department coordinators, division directors, deputy commissioners. commissioners and other system users.
- Enforces vendor's compliance with contract requirements; interprets specifications and contract requirements to resolve disputes between the site inspector and the contractor; stops the work if in-the-field corrections cannot be made and may approve minor changes in plans to meet field conditions; re-inspects areas where complex and/or numerous violations were found to see that corrective actions have been taken; recommends budget needs to administrative superiors, follows Federal Communications Commission guidelines on the use of 800 MHz radio equipment.
- Ensures the system integrity and security of all field sites and field equipment; monitors maintenance on the status of redundant power supplies and air conditioning equipment performed by building services and outside contractors; establishes policies and procedures for use of radio equipment; establishes user passwords and security rights for system administrators; organizes user talk-groups.
- Participates on committees and task forces with local, county, state and federal agencies for the purposes of insuring communications interoperability and providing for homeland security.
- Extracts information from system databases; analyzes data in order to track radio usage by system end-users; maintains historical records of system use; uses data to troubleshoot system errors and to maintain system integrity.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. EDUCATION
- Equivalent to completion of the twelfth school grade.
AND
Successful completion of an electronic training course of at least one year's duration at a state licensed trade school.
AND
GENERAL EXPERIENCE
BOTH SPECIALTIES:
- Four years of experience troubleshooting, modifying, testing, calibrating, adjusting, repairing, and installing electronic and/or instrumentation equipment.
AND
SPECIFIC EXPERIENCE
GENERAL SPECIALTY:
- Two years of experience performing supervisory level technical electronic and instrumentation maintenance and repair work.
800 MHz SPECIALTY:
- Two years of experience performing supervisory level technical direction for all site equipment and mobile radios in an 800 MHz emergency radio system.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department which has included the specific experience and completion of the twelfth school grade as an educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a first class radio-television license as issued by the Federal Communications Commission prior to appointment.
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Electronic Equipment Supervisor.
