This is supervisory communications systems work directing a crew of full performance Communications Technicians engaged in the maintenance, installation and repair of communications systems and related equipment. An employee in this class participates with full performance Communications Technicians in more complex and difficult assignments. This employee receives work requests, prioritizes assignments, delegates work, and reports on all progress. This employee is on call 24 hours a day in the event of an emergency situation. Work is performed under the general supervision of an administrative superior, involves some disagreeable working conditions and requires light physical effort.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)Plans and assigns work for a group of full performance Communications Technicians engaged in the installation, maintenance, configuration, programming, troubleshooting, testing, inspection and repair of communications systems and equipment; monitors work on communications equipment such as, but not limited to, data and telephone communication lines, patch panels, circuits and circuit boards, wiring, switching equipment, wiring frames, computer cables, modems, fax machines, scanners, printers, cable televisions, power apparatuses, computer systems, networks, fiber optic cables and related equipment; gives technical advice or instruction necessary to expedite work; receives reports of work performed, problems encountered, and supplies expended.
Makes tours of work sites to observe work in progress to determine that it is performed in accordance with plans, and that proper electrical and safety standards are observed.
Receives requests for communications work from supervisor and makes cost, time and material estimates for projected jobs as required; prepares rough sketches and diagrams as necessary; prepares requisitions for parts and supplies used in regular maintenance and repair programs, and, on occasion, for new construction; keeps inventory of supplies on hand.
Prepares activity reports either by notations on work requests or by formal periodic summaries itemizing activity performed and supplies expended.
Trains Communications Technicians in all aspects of work.
Performs full performance communications systems work as required by job assignment.
Reports to work at irregular hours in the event of emergency situations affecting the city’s communications systems.
Performs related work as required.
Education equivalent to the completion of the twelfth school grade.
ANDTwo years of experience performing communications systems installations, maintenance and repair work or network communications test operating for a municipal government or a private sector organization.
ANDTwo years of experience at the full performance level performing the work of a Communications Technician.
ORAny equivalent combination of education and experience determined acceptable by the Personnel Department.
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATESPossession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Communications Systems Crew Chief.
