This is skilled electrician work at the full performance level. Employees are responsible for the alteration, installation, maintenance and repair of electrical switchgear, equipment, and fixtures. The class is distinguished from other electrician classes by the on-going repair and maintenance of high voltage primary distribution equipment. Work in the Airport specialty requires the application of Federal Aviation Administration (FAA) regulations to repair and maintain electrical equipment used to guide commercial aircraft and by hazards inherent in an airport environment. Employees in the Water and Public Property specialties require the application of safety standards to repair and maintain specialized equipment, which may be operated by digital and/or electronic instrumentation and by the criticality involved in the repair of equipment necessary for the proper operation of the plant. Work assignments are carried out in accordance with the National Electrical Code (NEC), standard electrical practices, and general work instructions. Employees are supervised by an Industrial Electrician Group Leader or by a maintenance supervisor.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)Inspects, maintains, and repairs 13.2KV primary distribution equipment; uses ammeters, voltmeters, meggars, amprobes, statiscopes, strobescopes, hydrometers, and various multi-amp test sets; repairs and maintains switchgear and transformers from 13.2KV to 4.16KV; opens breakers at line and load sides; racks out the breakers and associated equipment; performs preventive maintenance by meggaring insulations resistance to ground; cleans contacts and checks connections for tightness; tests overload and concurrent relays; performs high voltage cable splicing.
Troubleshoots the circuiting and control wiring of Philadelphia Electric (PE) meters using PE's schematics.
Troubleshoots, repairs, and maintains D.C. storage batteries including lead acid and nickel cadmium and chargers used to trip out switchgear without power; repairs and maintains the wiring and controls of overhead cranes and outdoor hoist cranes.
Repairs and maintains battery powered industrial lift trucks, electrical gates, cranes and hoists, and other electrical equipment.
Bends and installs conduit using a hickey and hydraulic benders.
May provide guidance and instructions to lower level electricians.
May assign to trades helpers or laborers routine, manual tasks such as cutting wire, replacing fixtures and carrying tools; reviews work for conformance to instruction.
Inspects a variety of electrical equipment such as heating, ventilating, and air conditioning systems for operating efficiency; disconnects, disassembles, cleans, and repairs or replaces worn or damaged parts.
Operates and uses a high-ranger bucket truck.
May make estimates of time, money, and materials needed.
Performs related work as required.
AIRPORT SPECIALTYInstalls, inspects, rebuilds, repairs, and maintains lighting systems, lights, and beacons at an airport in compliance with Federal Aviation Administration regulations and recommenda¬tions; builds, repairs, and maintains runway centerline fixtures, taxiway centerline fixtures, runways and taxiway edge lighting fixtures; repairs and maintains 6.6 AMP taxiway and runway guidance signs; repairs, calibrates and maintains a precision approach path indicator lighting system; maintains, adjusts and repairs constant current regulators; maintains and repairs runway end identifier light (REIL) system and runway distance remaining sign lighting system; may repair or replace airfield lighting generator and related electrical systems; troubleshoots and replaces defective series to series isolated transformers; maintains and repairs Air Traffic Tower Auxiliary control stations and related wiring; maintains and repairs 6.6 AMP/20 volt series adapter type airfield cones; repairs and maintains Jetway System.
Installs, rebuilds, and repairs all street lighting in and around the airport; repairs and replaces fixtures, ballasts, and feeds; repairs and maintains automatic ticketing machines; repairs and replaces loop circles and metal sensors; lays out lighting for power circuits; rebuilds fixtures, changes bulbs, removes and replaces ceiling tiles, and performs routine electrical maintenance; may make repairs and corrections to electronic master clock system; operates a two-way radio to communicate with the air traffic control tower to receive permission to go out on or to cross airfield.
Maintains and repairs lead acid-type batteries used for control circuit in air circuit type power breakers and emergency generator starting systems.
May work in wet or dry wells of the Airport's sewage lift station.
WATER SPECIALTYMaintains, troubleshoots, and repairs a wide variety of industrial plant motors including one, two, and three phase motors such as those used to run pumps, compressors and valves; troubleshoots and repairs adjustable frequency drive motor and D.C. drive motors; adjusts frequency drives; breaks apart end bells and rotor; cleans, bakes, and tests stator; removes and replaces worn bearings and brushes; disassembles starters; cleans contacts, relays timers and potentiometers; calibrates trip settings on breakers and overloads; repairs limit switches; relamps towers and roofs.
Utilizes CRT terminals to assist in diagnosing system problems; troubleshoots around and through multiplexers and other digital and electronic equipment; determines if problem is electrical, electronic or mechanical in nature, including power systems (UPS).
Repairs and maintains plant lighting systems; installs high pressure sodium lighting systems, including circuiting and timers; makes repairs on the electrical inputs to and outputs from the gasoline, natural gas, or diesel powered emergency generator; installs and repairs plant alarm systems including fire alarm system.
May work on electrical equipment in wet wells thirty feet below ground, in towers two hundred feet in the air, and in overhead cranes and lifts.
Designs and fabricates electrical equipment to solve problems or enhance the electrical systems; installs it into the system with engineering approval.
PUBLIC PROPERTY SPECIALTYMaintains and repairs electrical switchgear, equipment and fixtures in all City facilities including public buildings, Police Department 911 Response Center, Fire Department Emergency Communications for Fire Department and Paramedics, and City Hall Emergency Information Center for Citizens.
Troubleshoots problems in various electrical systems; checks, switches tiebrakers, switchgear, panel and power boxes, breakers, transformers, power feeds, receptacles, relays and wiring for proper functioning.
Shuts down/switches power to repair or replace worn or damaged parts; layout, installs and tests the installation of new circuits according to the National Electrical Code standards.
Inspects, tests, diagnoses, repairs and installs A.C/D.C electrical equipment such as fans, emergency generators appliances, kitchen equipment, tools, alarm systems, office equipment, lab equipment, heating and hot water systems.
Relamps, disassembles, tests, diagnoses, repairs, rewires, and replaces malfunctioning parts; reassembles all types of light fixtures.
Education equivalent to completion of the twelfth school grade.
ANDTwo years of full performance level experience in the electrical trade including one year of experience in the installation or repair of electrical systems utilizing switchgear and relays powered by at least 440 volts.
ANDWATER SPECIALTYOROne year of experience performing such work on high-voltage primary distribution equipment of at least 13.2KV in a large Industrial facility.
PUBLIC PROPERTY SPECIALTYOne year of experience performing such work on high-voltage primary distribution equipment of at least 13.2KV in a large City facility.
AIRPORT SPECIALTYOne year of experience performing such work or high-voltage primary distribution equipment of at least 13.2KV in a metropolitan airport or a large industrial facility.
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources which includes the specific experience described above.
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATESPossession of a valid proper class motor vehicle operator's license as issued by the Common¬wealth of Pennsylvania prior to and during tenure of employment in the Industrial Electrician class if required by work assignment.
Possession of a valid electrical contractor’s license issued by the Philadelphia Department of Licenses & Inspections at the time of appointment, if required by work assignment.
