WATER METER GROUP LEADER
GENERAL DEFINITION
This is water meter field or shop work at the crew chief level supervising the work of a large number of water meter repair and semi-skilled workers engaged in the installation or repair, storage, assembly, disassembly and testing of industrial and residential water meters. Work includes planning, assigning and reviewing the work of a large number of meter repair and semi-skilled workers. Resolving complaints concerning malfunctioning meters or damages incurred during meter repair or installation work is a significant aspect of the work. Work is performed under the supervision of a technical superior.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans and assigns the work routes of a large number of repair workers installing or repairing residential water meters; plans and lays-out the work schedules of several crews of water meter repair workers engaged in the installation or repair of industrial and residential water meters; inspects sites for large water meters to verify compliance to installation requirements.
- Makes unannounced field visits to observe installation or repair work in progress and work completed for conformance to work standards; ascertains that production schedules are being met and crews are working in assigned areas.
- Plans and assigns work to a moderate-sized group of shop workers; reassigns shop workers as required; observes water meter shop work both in progress and upon completion for adherence to established standards; points out customer water code violations observed in the field and takes follow up measures to insure that corrections have been made; determines whether to repair or scrap meters with extensive damage.
- Participates in shop work as needed in the testing and repair of all types of water meters.
- Investigates and resolves customer water meter complaints; prepares reports on customer claims of property damage resulting from water meter installation or removal activities.
- Confers with officials of industrial plants and commercial buildings in order to work out a schedule for removal or repair of large meters.
- Reschedules previously assigned installation work of subordinate water meter repair workers as a result of absenteeism and emergency situations.
- Maintains employee time and production records; prepares and submits monthly reports showing a detailed breakdown of work activities; prepares rough drafts of material, tool and supply requisitions and submits them to superior for approval.
- Requisitions tools, uniforms, and other supplies; schedules the maintenance and repair of a moderately large fleet of vehicles used by field forces; prepares daily report of activities.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the methods, materials, tools and practices used in the installation, repair and removal of large and small water meters.
- the methods, materials, tools, and practices used in repairing and testing a wide variety of water meters.
- the hazards and safety precautions involved in handling water meters.
SKILL IN:
- the use and care of tools and shop equipment commonly used in repairing water meters.
ABILITY TO:
- plan, assign and review the work of a group of skilled and semi-skilled employees engaged in the installation, minor adjustment, and removal of water meters.
- plan, assign and review the work of a moderately sized group of semi-skilled workers engaged in repairing and testing a wide variety of water meters.
- estimate material requirements and prepare rough drafts for requisitions.
- establish and maintain effective working relationships with associates and the public.
- make oral and written reports.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 2/87.)
- Education equivalent to completion of the twelfth school grade.
- Three years of experience installing, testing or repairing disc, magnetic or compound water metering devices, one year of which has included the installation, repair or testing of large water meters.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Water Meter Group Leader.
