This is full performance welding work repairing, rebuilding, or replacing damaged parts of a wide variety of light and heavy metal structures or equipment. An employee in this class inspects damaged parts of metal structures or equipment to determine work methods and techniques and repairs, rebuilds or replaces metal parts using a variety of welding equipment, tools and machines. Work includes removing damaged metal parts and designing and fabricating replacement parts. An employee in this class may use precision tools and machines in the work.

Work is performed under the direction of a maintenance group leader and involves physical exertion and conditions which can only by partially controlled.

ALLOCATING FACTOR: (The following conditions must be met for a position to be allocated to this class.)

• Position must inspect damaged parts of metal structures or equipment, determine appropriate work methods and techniques, and repair, rebuild or replace metal parts using a variety of welding equipment, tools and machines.

• Inspects damaged metal parts, to determine nature of work and types of tools, equipment and materials to use.
• Performs welding to repair or rebuild damaged parts of a wide variety of aluminum, copper, steel and other metal structures or equipment such as but not limited to fenders, body panels, brackets, tanks, hoppers, radiators, fences, gates, locks, hinges, pipes, pumps, valves, boilers and compressors; welds or removes damaged parts; uses acetylene gas, metallic inert gas (MIG), tungsten inert gas (TIG), and electric equipment such as thermal torch or oxy-acetylene torch, to cut, molten, braze, solder and build up parts; uses hammers, wrenches, tools and equipment such as overhead cranes, hydraulic jacks, pinch bars, platon tables, etc., to remove, position, facilitate and straighten parts; cleans and modified parts, using grinding machines; may weld or remove plastic or fiberglass parts, using plastic or fiberglass welding (PVC) equipment.
• Designs and fabricates replacement parts; designs and fabricates body panels, brackets, bolts, nuts, steps, tanks, fences, locks, hinges, guards, screens, pipes, shafts, valve stems, sleeves and other parts; layout or readies metal stock for fabrication; selects tools, equipment and machines needed to perform task; takes measurements from damaged parts for fabrication; positions metal stock on machines to perform required operations; welds or fabricates parts, using precision tools and machines; attaches fabricated parts to parent structures or equipment; may make use of blue prints and written specifications.
• Makes estimates of time and materials.
• May assign work to, and instruct other trades personnel and helpers, in the elements of the trade.
• Performs related work as required.

KNOWLEDGE OF:

• the operation of electric arc and acetylene gas welding equipment.
• the use of electric arc and acetylene gas welding equipment, to weld, braze, solder, cut, build up, and fabricate parts.
• the occupational hazards and safety precautions applicable in the welding and fabrication trade.
• metallic inert gas (MIG or heli-arc) and tungsten inert gas (TIG) equipment, procedures and techniques.

SKILL IN:

• the care and use of tools, machines and equipment used in the trade.

ABILITY TO:

• learn spray welding technique.
• understand and follow oral and written instructions.
• inspect damaged or defective parts of metal structures and equipment and determine work methods and techniques.
• weld or fabricate parts and structures, using measurements from damaged parts, blue prints, and written specifications.
• make estimates of time and materials.

• EDUCATION:
  Education equivalent to the completion of the twelfth school grade.

• Three years of experience learning the welding trade as an apprentice or helper including experience in electric arc, acetylene gas, heli-arc and/or other welding.

Or any equivalent combination of education and experience determined to be acceptable by the Personnel Department.

PHYSICAL AND MEDICAL REQUIREMENTS:

• Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES:

• Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment if required by work assignment.
