INDUSTRIAL PROCESS MECHANIC GROUP LEADER
GENERAL DEFINITION
This is supervisory mechanical work in the maintenance and repair of large industrial process machinery and related equipment. An employee in this class plans, assigns and reviews the work of subordinate personnel working in one of the City's water treatment, water pollution control or sludge processing plants or in a pumping station operation. Significant to the work is the allocation and deployment of subordinate staff with the objective of maximizing the efficiency of maintenance and repair activities. This class is differentiated from other supervisory mechanical maintenance classes by the supervision of skilled mechanics maintaining and repairing large and complex industrial process machinery such as, but not limited to, large feeding and mixing mechanisms, centrifuges and cryogenic, chemical feed and large rotating equipment, and by the responsibility for assuring staff adherence to specified safety procedures due to hazardous chemical and sewage substances.
Work involves some disagreeable conditions and the lifting of heavy material. Work is performed under the supervision of a maintenance superior.
ALLOCATING FACTORS (The following conditions must be met for a position to be allocated to this class.)
- the positions must be responsible for planning, assigning and reviewing the work of a minimum of three skilled Industrial Process Machinery Mechanics.
- the positions must be located in one of the Water Department's water treatment, water pollution control, sludge management plants or water pumping station.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Receives work requests for the maintenance and repair of mechanical equipment; prioritizes requests in an efficient and coordinated manner; allocates work force to achieve efficiency objectives; issues work assignments to skilled, semi-skilled and laboring personnel according to work objectives; lays out work using blueprints, diagrams and schematics.
- Supervises the work of subordinates maintaining and repairing large industrial process machinery and related mechanical components such as, but not limited to, large pumps, feeding, and mixing machines, incinerators, furnaces, digestors, floucculation and aeration tanks, heat exchangers, valves, reduction gears, multi-air compressors, steam systems, chain set ups, centrifuges and cryogenic and large rotating equipment; inspects work in progress and upon completion to assure that work is performed properly and in accordance with standards; indicates any deficiencies in work performed and instructs employees on appropriate corrective methods, techniques and procedures; trains or directs the training of newly hired and inexperienced mechanics; records staff maintenance and repair activities.
- Ensures subordinates have access to the proper tools, equipment and material necessary to complete maintenance and repair projects; estimates the supply needs of the staff; prepares and approves requisitions for tools, materials and equipment; designs tool, equipment and material specifications as needed; obtains prices from vendors needed to supply parts; maintains account balances on requirements contracts; engages in direct contact with vendors to expedite the acquisition of materials, supplies and equipment; receives and distributes parts to subordinates as needed.
- Makes estimates of personnel, material and equipment needs for budgetary purposes; confers with superiors and operating personnel in coordinating maintenance and repair projects to prevent down time of critical equipment; participates with superiors and operating personnel in establishing preventive maintenance schedules for equipment; reviews operating processes to ascertain the most appropriate time to perform maintenance and repair work to minimize disruption of operations.
- Develops and implements procedures used in the maintenance and repair of large industrial machinery and related mechanical components; supervises the routine machining of metal items for fabrication and modification: makes building and grounds maintenance assignments to subordinates as necessary; participates in maintenance and repair work as required.
- Utilizes computer programs to enter and extract data for record keeping purposes; signs daily attendance sheets and approves leave time; rates subordinates work performance and recommends disciplinary action.
- Supervises equipment operators in performance of work.
- Participates in maintenance/skills training programs.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the methods, practices, materials and tools used in the maintenance and repair of large industrial process machinery and related mechanical equipment including, but not limited to, large industrial pumps, tanks, multi-stage air compressors, feeding and mixing mechanisms, valves, reduction gears, furnaces, steam systems and cryogenic and large rotating equipment.
- the methods, practices, materials and tools used in performing basic welding and machining.
- the occupational hazards and safety precautions involved in the repair and maintenance of large industrial process machinery and related mechanical equipment.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 8/91.)
EDUCATION:
- Equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE:
- Four years of experience repairing and maintaining, large industrial machinery and related mechanical equipment, such as large industrial pumps, compressors, conveyor belts, feeding and mixing mechanisms, valves, reduction gears, furnaces, steam systems, and cryogenic and large rotating equipment.
AND
SPECIFIC EXPERIENCE:
- Two years of experience repairing and maintaining large industrial machinery and related equipment as a skilled full performance level mechanic.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Industrial Process Mechanic Group Leader.
