This is water plant maintenance and repair work at the second supervisory level directing maintenance of electrical or mechanical operations equipment or maintenance at a large water pollution control or all maintenance activities at a water treatment plant. An employee in this class directs, through subordinate supervisors, the activities of trades, semiskilled, and unskilled personnel engaged in maintaining either electrical and instrumentation equipment, mechanical equipment, or buildings and grounds. The employee may participate in more complex maintenance and repair work. Work is performed under the direction of a technical superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)Determines maintenance skills required by tasks within area of specialization and assigns appropriate personnel accordingly; may participate in more complex maintenance and repair tasks; confers with superiors, associates, and operations staff to determine maintenance needs and the time, material, and supplies required for maintenance and repair projects; determines priorities for maintenance and repair assignments within the area of specialty.
Establishes procedures for corrective and preventive maintenance performed on equipment within the area of specialty; develops and implements safety program for maintenance personnel; conducts periodic meetings to update employees on new procedures; trains new employees in maintenance, repair, and safety procedures.
Tours work sites to observe the progress of maintenance and repair activity; reviews work in progress and upon completion for conformance with instructions, work standards, safety, and efficiency; observes overall effectiveness of corrective and preventive maintenance plans; makes recommendations to improve efficiency; prepares reports on maintenance activities.
Prepares cost estimates on materials and personnel needed to perform maintenance in the area of specialty; may prepare requisitions for parts and materials used in repairing and maintaining equipment in the area of specialty.
Performs related work as required.
Directs, through subordinate supervisors the work of trades, semiskilled and unskilled personnel engaged in repairing and maintaining electrical equipment and repairing, maintaining, calibrating, and inspecting electrically, electronically, hydraulically, and pneumatically activated instruments.
MECHANICAL SPECIALTYDirects, through subordinate supervisors the work of trades, semiskilled, and unskilled personnel engaged in repairing and maintaining mechanical equipment such as pumps, compressors, conveyor belts, feeding and mixing mechanisms, valves, reduction gears, furnaces, steam systems, and other large rotating equipment.
FACILITIES MAINTENANCE SPECIALTYDirects, through subordinate supervisors the work of trades, semiskilled and unskilled personnel engaged in the maintenance of plant buildings and grounds, which includes carpentry, painting and custodial work; snow and trash removal, and vactor inlet cleaning of wastewater pumping stations.
TREATMENT PLANT SPECIALTYDirects, through subordinate supervisors the work of trades, semiskilled and unskilled personnel engaged in laboring, repair and maintenance of all mechanical, electrical, and electronic equipment and instrumentation used to treat drinking water at a large industrial facility; supervises security guards to ensure compliance with facility security procedures, including identification of all visitors, chemical delivery security procedures, and site inspections.
Education equivalent to completion of the twelfth school grade.
ANDThree years of experience in the electrical trade or in the repair, maintenance and calibration of electrically, hydraulically, pneumatically, and electronically activated recording, regulation, and controlling instruments.
MECHANICAL SPECIALTYThree years of experience in the maintenance and repair of heavy industrial machinery and mechanical equipment.
FACILITIES MAINTENANCE SPECIALTYThree years of experience in the trades commonly used in building maintenance.
TREATMENT PLANT SPECIALTYThree years of experience in the mechanical, electrical, or electronic instrumentation trades.
Two years of experience in the specialty as described above at the full performance level, and one year of experience supervising full performance trades personnel engaged in such work.
ORAny equivalent combination of education and experience determined to be acceptable by the Personnel Department, which has included the specific experience listed above.
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATESPossession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as a Water Pollution Control Plant Maintenance Supervisor.
