This is administrative utility maintenance and/or operations work at the managerial level directing all maintenance and/or operations functions for a water pollution control plant, water treatment plant or a department-wide building maintenance and construction program. Employees in this class direct, through subordinate supervisors, a large staff of trades and/or operations personnel engaged in operating and/or maintaining and repairing all equipment, buildings and grounds in their assigned area of specialization. Work involves establishing and implementing plans and strategies regarding the direction, evaluation and staffing of water pollution control, water treatment plant or comprehensive departmental maintenance and/or operations programs and setting priorities to ensure operational and organizational efficiency. Establishing and maintaining effective working relationships with subordinate supervisors, departmental administrators and engineering staff are significant aspects of the work. Work is performed under the general direction of an engineering superior.

Any equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included the specific experience described above.
NOTE:
Completion of two years' technical school in a related field may be substituted for one year of the general experience requirement for the Treatment Plant specialty.
Possession of a valid class B level or above Sewage Treatment Plant or Waterworks Operator license issued by the Commonwealth of Pennsylvania Department of Environmental Protection may substitute for two years of the general experience requirement for the Pollution Control Plant specialty or the Treatment Plant specialty.
