This is building maintenance and repair work at the full performance level utilizing several building trades skills such as carpentry, plumbing, electrical, painting, roofing and cement finishing. Employees in this class are assigned to work in buildings with responsibility for responding to the corrective needs of building physical structures, equipment and system components. Work involves prolonged awkward positions, the lifting of heavy objects and some disagreeable environmental conditions. Employees receive general supervision from a maintenance superior.

ALLOCATING FACTORS: (The following condition must be met for a position to be approved for this class.)

• the position must perform skilled building maintenance work utilizing several building trades skills.

• Receives requests for corrective repair work on a variety of building physical structures, equipment and system components; utilizes several trades skills in the performance of maintenance and repair work; prepares routine reports and makes estimates of time and materials needed for task completion; prepares schematics and diagrams in laying out work areas.
• Repairs doors, windows, furniture, panels, partitions and other building structures; installs building parts and cuts, shapes and fastens materials such as wood, plastic, ceiling tile, fiberglass and drywall to make ready for installation; erects building frames; lays flooring and joists and fabricates wooden articles; performs carpentry work using tools such as, but not limited to chisels, planes, saws and drills; installs and changes locks.
• Prepares surfaces for painting; removes old paint coverings; applies paint, stain, varnish, and other finishings to building and physical structures; mixes and matches paint composition for color harmony; plasters areas as necessary; uses brushes, roller, trowls, spray guns and other devices for painting and plastering.
• Installs and repairs plumbing fixtures such as valves, faucets, traps, sewers and vents; bends, cuts, reams and threads pipe and opens holes in walls for pipes; secures and supports sanitary fixtures; connects piping with fittings and adhesives; performs soldering as necessary; opens clogged drains with plungers and other devices; inspects piping for leaks both visually and using pressure gauges.
• Mixes and makes concrete and mortar; constructs and sets forms for holding concrete in proper alignment; pours, spreads and finishes concrete surfaces; spreads mortar onto and lays block, brick and stone; cleans concrete surfaces after drying; breaks and disposes of old concrete.
• Repairs leaky or old building roofs; locates source of roof leaks; removes existing roof surfaces; lays roofing paper and applies coating and adhesives to seal the leaking and/or old area.
• Routinely maintains and repairs circulator and sump pumps, refrigeration units, auxiliary diesel generators, fans, bearings, universal joints and similar mechanical equipment.
• Installs lighting fixtures and other electrical apparatus; test circuits for continuity and overloading and performs related electrical maintenance and repair work as required.
• Removes building graffiti, applying an acidic mixture to defaced areas and spraying high pressured water to wash it off.
• Gives general or detailed instruction to lower level trades personnel; reviews work in progress and completed.
• Participates in moving and installing machinery and equipment.
• Erects scaffolding to provide access to work areas and works from heights.
• Identifies possible hazardous materials, such as asbestos insulation and P.C.B.'s; notifies supervisor of the presence of possible hazardous materials.
• Performs related work as required.

KNOWLEDGE OF:

• the methods, practices, materials and tools used in various building maintenance work including carpentry, painting, plumbing, electricity, roofing and cement finishing.
• the occupational hazards and safety precautions involved in the maintenance of building physical structures, equipment and system components.

SKILL IN:

• several building trades such as carpentry, painting, plumbing, electrical or cement finishing.
• the use and care of tools and equipment used in the maintenance and repair of building physical structures, equipment and system components.

ABILITY TO:

• give instructions to a group of lower level workers.
• read and interpret schematics blueprints and sketches.
• make estimates of time, materials and equipment for use in maintenance and repair work.
• identify possible hazardous materials, such as asbestos insulation and P.C.B.'s.

EDUCATION:

• Equivalent to completion of the twelfth school grade.

  AND

  GENERAL EXPERIENCE:
  

• Four years of experience in the routine maintenance and repair of building physical structures, equipment and systems components utilizing several building trades skills.

Or any equivalent combination of education and experience determined to be acceptable by the Personnel Department.

PHYSICAL AND MEDICAL REQUIREMENTS

• Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

• Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Building Maintenance Mechanic if required by work assignment.
