BRIDGE SAFETY INSPECTION SUPERVISOR

This is supervisory technical bridge inspection work. The employee in this class supervises Bridge Safety Inspectors performing the inspection of bridge structures for maintenance and/or repair. Work includes overseeing contracted bridge repair and maintenance work. Participating with other City personnel in directing the City's bridge maintenance program is significant to the work. Work is performed under the direction of an engineering superior.

The position must supervise Bridge Safety Inspectors performing bridge structure inspections for needed maintenance and/or repair.

• Reviews routine inspection reports of a small group of bridge inspectors; discusses extent and type of bridge damage with inspectors; assigns and/or participates in more thorough inspections, when required to verify specific inspection findings.
• Determines the parties responsible for care and maintenance of bridges and notifies them of conditions and needed repairs.
• Draws rough sketches of bridges needing major repairs and makes recommendation of material needed.
• Assigns inspectors to maintenance and repair work performed by contractors; reviews inspectors' progress reports; computes cost for all repair and maintenance work; visits site of work periodically to resolve problems.
• Inspects structural steel, paints and other materials to be used in bridge reconstruction and maintenance work for conformance to contract standards and recommends rejection of defective materials.
• Investigates and reports on accidents involving damage to bridge structures; recommends repair or change in structure if maintenance of safety conditions warrants; testifies in court.
• Performs related work as required.

KNOWLEDGE OF:
• the methods and techniques involved in the inspection of bridge structures for the purpose of determining need for general and/or structural reconstruction
• the occupational hazards and safety precautions of bridge inspection work
• the materials, methods and techniques involved in the maintenance and reconstruction of all types of bridge structures
• the structural details of the common types of bridges
ABILITY TO:
• determine through inspection the need for and degree of maintenance and/or repair to individual structural members of a bridge
• inspect and detect structural defects and non-conformance to contract standards in materials to be used in bridge construction
• plan and supervise the work of a group of employees engaged in the inspection of bridge structures and bridge construction work
• prepare and computerize reports relating to bridge maintenance inspections
• read and interpret blueprints, plans and specifications pertaining to public bridge reconstruction work
• establish and maintain effective working relationships with contractor, public utility officials, and associates

EDUCATION
• Education equivalent to completion of the twelfth school grade, supplemented by twelve (12) credits of post high school courses in construction or civil engineering technology from an accredited college, university, technical or trades school.
AND
GENERAL EXPERIENCE
• Six years of bridge maintenance or construction trades experience.
AND
SPECIFIC EXPERIENCE
• Two years of experience performing bridge inspection work at the full performance level.

OR

AND
GENERAL EXPERIENCE
• Six years of structural bridge inspection work determining maintenance and repair requirements or performing general bridge inspection work.
AND

• Two years performing such work at the full performance level.

OR

EDUCATION
• Completion of a two year training program with major course work in construction or civil engineering technology at an accredited technical institute.
AND
EXPERIENCE
• Four years of experience inspecting bridge structures for construction, maintenance, and repair requirements.

OR

EDUCATION
• Completion of two years of college level work with major course work in civil engineering at an accredited college or university.
AND
EXPERIENCE
• Two years of experience inspecting bridge structures for construction, maintenance, and repair requirements.

OR

Any equivalent combination of acceptable training and experience determined to be acceptable by the Personnel Department.

• Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

• Possession of a valid Bridge Safety Inspector Certificate issued by the Commonwealth of Pennsylvania within six (6) months of appointment and during tenure of appointment as a Bridge Safety Inspection Supervisor.
• Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Bridge Inspection Supervisor.
