This is supervisory bridge maintenance work, planning, assigning, and reviewing the work of bridge maintenance workers in the performance of major bridge rehabilitation/maintenance and building repair. Work includes the coordination, implementation and supervision of a comprehensive bridge maintenance and repair training program for bridge workers at the trainee level and for the ongoing skills development of higher level bridge workers. Coordinating the activities of subordinates in order to complete work assignments within established time frames is a significant aspect of the work.

Work involves conditions which can be only partially controlled including but not limited to working at unusual and dangerous heights; working in close proximity to high voltage lines; working in inclement conditions; and, performing work that may require strenuous physical effort. Work is performed under the general supervision of a technical superior.

ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)

• A position in this class is responsible for supervising trainee level bridge maintenance workers and the ongoing skills development of higher level bridge maintenance workers in the Streets Department's Bridge Maintenance Division.
• The position must be responsible for supervising bridge maintenance and repair projects through trainee, full performance and advanced level bridge workers in the Bridge Maintenance Division.

• Directs the activities of a moderately sized group of bridge maintenance workers and trainees engaged in major bridge rehabilitation maintenance and building repair.
• Plans, assigns and records the work and outcomes of bridge rehabilitation, maintenance and repair projects; receives job orders for bridge maintenance repair and construction work; discusses job orders with superintendent; prepares, reviews and maintains time, labor and material records and files on various forms and reports; visits field locations to inspect the intended work site; estimates materials, time and equipment labor requirements; notes extent of the job and the projected availability of crews; coordinates work on assigned projects with other city agencies.
• Makes daily tours as required; observes work in the field to determine that it is being performed under safe conditions; drives a motor vehicle during tour of work sites; advises and instructs subordinates on the proper execution of assigned tasks; inspects work for progress and ensures that it is proceeding in accordance with instructions, general work standards, standard trade practices, and time limits; orients new employees to departmental policies and practices; conducts safety meetings to provide safety instructions to field crews; supervises annual inventory of equipment and tools.
• Prepares written and verbal activity reports for superior; arranges for support equipment; changes crew composition and size, when required; informs public and affected utilities of pending disruption of service; assists in planning work assignments to accommodate seasonal variations in work load, special projects, ongoing programs and emergency priorities.
• Devises scheduling procedures to make the most effective use of equipment and manpower; evaluates equipment usage and recommends methods for more effective use of workforce; estimates and requests supplies and materials, as needed.
• Coordinates the activities of a maintenance and repair training program; assists in defining bridge rehabilitation, maintenance and repair training needs and objectives; establishes the training schedule; implements the training program and coordinates the implementation of training schedule with other supervisors; assists in planning, providing for, and/or training new employees in procedures and techniques, assists in establishing work standards; reviews work performance to insure proper productivity.
• Performs related work as required.

KNOWLEDGE OF:

• the methods, practices, techniques, materials, tools and equipment used in bridge and building construction trades such as masonry, plumbing, structural ironwork, carpentry, painting, welding and mechanical and electrical maintenance repair.
• the occupational hazards and safety precautions involved in the maintenance of bridges and buildings.
• the methods, practices, materials, tools and equipment used in the maintenance and repair of the mechanical and electrical systems on moveable bridges.

ABILITY TO:

• direct and coordinate the work of a moderately sized group of bridge maintenance workers in the performance of major bridge rehabilitation/maintenance and building repair.
• learn supervisory methods and techniques.
• coordinate, implement and supervise a training program for subordinate bridge maintenance workers, particularly at the trainee level.

• Education equivalent to completion of the twelfth school grade.

• Six years of bridge rehabilitation, maintenance and building repair work, two years of which shall have been as a Bridge Maintenance Worker II or four years experience as a Bridge Maintenance Worker I.

Or any equivalent combination of training and experience determined to be acceptable by the Personnel Department.

PHYSICAL AND MEDICAL REQUIREMENTS

• Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

• Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Bridge Maintenance Supervisor, if required by work assignment.
