MAINTENANCE COORDINATING SUPERVISOR

GENERAL DEFINITION
This is supervisory maintenance work directing the planning, scheduling and coordination of maintenance and repair work performed on all equipment, buildings and grounds in the area of specialization. An employee in this class directs the work of a group of maintenance coordinators utilizing scheduling techniques in the development of detailed work schedules and standards and performing inventory control and performance monitoring of the maintenance function. Coordinating maintenance work to achieve the most effective utilization of staff, time, materials and equipment is a significant aspect of the work. Work may include the supervision of clerical and laboring personnel providing support services. The employee has frequent contact with plant engineering, operational, maintenance personnel, and contractors to plan and prioritize maintenance objectives. Work is performed under the direction of an engineering superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- The position must be located in one of the City's water process plants or airport complex.
- The position must supervise a minimum of three full performance Maintenance Coordinators.
- Only one position will be allocated to a plant or the airport.

BOTH SPECIALTIES
- Supervises subordinate maintenance coordinators engaged in planning, scheduling and coordinating maintenance and repair work on all mechanical, electrical and electronic equipment, and instrumentation and building, facility and grounds areas; receives work requests for corrective maintenance on equipment and physical structures; assigns work to subordinates in accordance with maintenance requests, priorities, and objectives; ensures scheduling and coordinating activities are updated as maintenance and repair priorities change; instructs subordinates on the proper use of scheduling techniques in developing preventive and corrective maintenance schedules; directs the formulation of work standards on maintenance and repair activities; reviews subordinates' work to assure effective scheduling and coordination of maintenance activities; submits developed schedules and issues work orders to the appropriate maintenance supervisors.
- Receives and reviews records from maintenance supervisors on crews' adherence to work schedules and standards as developed by subordinate coordinators; confers with maintenance supervisors to provide information on improving the utilization and efficiency of the work force; works to facilitate the scheduling needs of maintenance and repair activities; maintains communication with engineering, operational and maintenance personnel to identify priorities and objectives; implements scheduling procedures to achieve identified objectives.
- Directs inventory control of the tools, materials and equipment necessary for preventive and responsive maintenance work; receives requests for materials, tools and equipment from maintenance supervisors; checks inventory stock for availability of needed supplies; reviews purchase requisitions for needed supplies and forwards them to superior for review and approval; maintains adequate inventory levels.
- Trains subordinates in the practices and procedures utilized in coordinating and scheduling maintenance activities; approves leave and overtime; recommends disciplinary actions and attends disciplinary hearings; confers with union officials to resolve employee problems; maintains records of subordinate work activities; rates subordinates' performance.
- Utilizes a computer to enter and extract maintenance and repair documentation, such as developed preventive and corrective maintenance schedules.
- Supervises clerical and laboring personnel engaged in support functions.
- Supervises and performs predictive diagnostic tests on plant operational equipment as assigned.
- Performs related work as required.
WATER SPECIALTY
- Performs the above duties and responsibilities at one of the city's water processing plants; supervises the planning, scheduling and coordination of maintenance and repair work on all plant buildings, grounds and equipment such as large industrial pumps, feeding and mixing mechanisms, centrifugal equipment, high and low voltage electrical systems and regulating and controlling instruments.
AIRPORT SPECIALTY
- Performs the above duties and responsibilities at the city's international airport complex; supervises the investigation, prioritization, scheduling, coordination and resolution of maintenance and repair work on all airport terminal buildings and property performed by city and contracted staff; ensures that work orders are routed to the responsible party such as airport maintenance units, facilities maintenance contractor, or outside agencies; coordinates with Properties Department to identify responsible party for maintenance repairs; reviews lease documents; coordinates with tenants on information contained in lease documents and work status; works with airport assistant maintenance managers to appropriately coordinate and re-assign staff; provides quality assurance for the maintenance division; ensures the resolution of all maintenance requests in a timely and cost effective manner.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the methods, practices, materials, tools and equipment commonly used in the maintenance and repair of mechanical, electrical/electronic equipment, instrumentation and building maintenance and repair activities at a large facility complex in the designated specialty area
- the occupational hazards and safety precautions required in the maintenance and repair of a large facility complex and facility physical structures in the designated specialty area
- inventory control
- mathematics applicable to determining job requirements in the designated specialty area
- work measurement and scheduling methods and techniques
- methods and techniques used to estimate required staff and prepare cost estimates for materials and equipment in the designated specialty area
- computer program applications used to enter, track and extract maintenance and repair information
- maintenance contracts, Environmental Protection Agency (EPA) regulations, building codes and National Fire Protection Association codes for both specialties
- Federal Aviation Administration (FAA) and Transportation Security Administration (TSA) regulations for the Airport specialty
SKILL IN:
- the use and care of tools, equipment, instruments and testing devices used in the maintenance and repair of equipment in the designated specialty area
ABILITY TO:
- supervise the work of a group of technical, clerical and laboring personnel in the designated specialty area

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. EDUCATION
- Equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE
WATER SPECIALTY
- Three years of full performance level experience in the electrical trade or in the maintenance, repair and calibration of electrically, hydraulically, electronically and pneumatically activated recording, regulating, and controlling instruments or in the maintenance and repair of industrial machinery and mechanical equipment, or in the maintenance and repair of industrial or large commercial buildings.
AIRPORT SPECIALTY
- Three years of full performance level experience in a recognized trade involving the maintenance and repair of buildings, equipment and/or adjacent exterior areas at a large airport facility, such as mechanical, electrical, electronic, HVAC or instrumentation.
AND
SPECIFIC EXPERIENCE
WATER SPECIALTY
- Two years of experience developing work schedules and standards and coordinating the maintenance and repair of equipment for a large water process plant.
AIRPORT SPECIALTY
- Two years of experience developing work schedules and standards and coordinating the maintenance and repair of equipment for a large airport complex.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department, which has included the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
