GENERAL DEFINITION
This is technical maintenance work coordinating the maintenance and repair of systems and equipment for a large water process plant or airport complex in a designated specialty. An employee in this class schedules and coordinates maintenance and repair work with the objective of achieving the most effective and efficient utilization of manpower, time, tools, materials, and equipment. Employees develop work standards for maintenance tasks, procure needed materials for maintenance work. Work involves frequent contact with maintenance supervisors and operational and engineering personnel in coordinating and scheduling maintenance and repair work. Work is performed under the supervision of a technical or administrative supervisor.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- Positions must be responsible for coordinating maintenance and repair work and developing work schedules within a designated specialty area.
- Positions must be responsible for scheduling and coordinating maintenance and repair work to achieve the most effective and efficient utilization of manpower.
- Positions must be located in one of the City's water process plants or the City's municipal airport facility.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Receives requests for maintenance and repair work; evaluates work requests on the basis of activity involved; inspects job sites as necessary to determine the scope of the job; determines preventative maintenance task schedules; ascertains the manpower required for specific maintenance and repair work; identifies the materials, tools, and equipment to perform maintenance and repair work; determines the most efficient and logical schedule of work in maintaining and repairing equipment; applies work measurement and scheduling techniques in coordinating and developing schedules for work assignments.
- Prepares weekly work schedules, fully utilizing manpower, tools, materials and equipment in the most effective and efficient manner; modifies the schedule regularly to reflect changing, unplanned or emergency conditions; reviews manufacturers' manuals and specifications, consults with vendors and maintenance, operational and engineering personnel and performs physical inspections on equipment to determine more efficient sequencing of procedures and tasks for specific maintenance and repair work on equipment and related components; confers with maintenance supervisors in coordinating work assignments and developing and modifying work schedules.
- Prepares and submits reports to maintenance supervisors indicating maintenance crews' work schedule compliance and work performance; works with maintenance supervisors in formulating plans for the improvement of workers' performance efficiency; utilizes a computer to enter maintenance and repair documentation, such as workers' job completion time, manpower and materials used, equipment maintained, maintenance work performed, etc.
- Inspects malfunctioned equipment and ascertains whether it is under warranty, contract or the responsibility of the plant/airport; notifies the appropriate officials on needed maintenance and repair work on equipment; checks work performed by contractors while in progress and completed to ensure it is done properly and within established time frames; confers with superiors during unusual or problematic situations.
- Performs periodic tests on critical equipment utilizing various diagnostic tools, such as vibration detectors, frequency analyzers, megameters and ultrasonic analyzers; enters test data into computer and generates reports and summaries; makes recommendations to maintenance group leaders regarding procedures to use to correct predicted equipment problems; performs predictive diagnostic tests on non-critical equipment as requested and subsequently puts such equipment on the predictive testing schedule.
- Works with supervisors and managers to procure needed parts and supplies; initiates small order purchases; checks department inventory stock to inquire as to whether needed tools, materials and equipment are available; prepares purchase requisitions when required tools, materials and equipment are not available; submits purchase requisitions to the proper plant maintenance supervisor for review; maintains a documented log of maintenance work.
- Monitors the performance efficiency of tenant, contract and maintenance personnel; follows through on coordination of repairs and maintenance at the direction of supervisor; coordinates special events with other airport units, tenants, contractors and maintenance personnel, e.g., presidential visits, promotional flight programs, etc.
- Performs related work as required.
ELECTRICAL AND INSTRUMENTATION SPECIALTY
- Performs the above mentioned work primarily for plant electrical equipment and instrumentation.
MECHANICAL SPECIALTY
- Performs the above mentioned primarily for mechanical plant equipment, heating, ventilation and air conditioning equipment, machine shop work.
AIRPORT SPECIALTY
- Performs the above mentioned work for all trades within an airport facility complex, including such work as electrical, mechanical, HVAC, and plumbing.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the methods, practices, materials, tools and equipment used in the maintenance and repair of a large facility complex composed of a large trades staff in the designated specialty area
- applicable codes, ordinances and regulations pertaining to the maintenance and repair of a large facility complex in the designated specialty area
- computer program applications used to enter and extract maintenance and repair information
- the occupational hazards and safety precautions required in the maintenance and repair of a large facility complex and facility physical structures in the designated specialty area
- FAA rules and regulations for the Airport specialty
- Fire protection systems, elevators escalators and moving sidewalks, airport drainage systems, roofing, security system, and FAR 139 certification requirements for the Airport specialty
SKILL IN:
- the use of tools, equipment, instruments and testing devices used in maintenance and repair work on a large facility complex in the designated specialty area
ABILITY TO:
- understand and follow oral and written instructions
- read and interpret technical sketches, diagrams and blueprints
- successfully complete a training program in work measurement techniques
- project needs and to procure tools, equipment, and materials in order to assure continuity of work

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 01/02.)
EDUCATION
- Education equivalent to the twelfth school grade.
ELECTRICAL AND INSTRUMENTATION SPECIALTY
AND
GENERAL EXPERIENCE
- Two years of experience in the electrical trade or in the maintenance and repair of electrically, hydraulically, electronically and pneumatically activated recording, regulating, and controlling instruments, or troubleshooting repairing and installing a variety of digital, analog, audio, video and radio frequency equipment.
AND
SPECIFIC EXPERIENCE
- Three years of the above mentioned experience at the full performance level.
MECHANICAL SPECIALTY
AND
GENERAL EXPERIENCE
- Two years of experience in the maintenance and repair of industrial machinery and mechanical equipment.
AND
SPECIFIC EXPERIENCE
- Three years of the above mentioned experience at the full performance level.
AIRPORT SPECIALTY
AND
GENERAL EXPERIENCE
- Two years of experience in a recognized trade involving the maintenance and repair of a large facility complex, such as the mechanical, electrical, HVAC, and instrumentation trades.
AND
SPECIFIC EXPERIENCE
- Three years of the above mentioned experience within a large airport facility at the full performance level.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department, which has included the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
