SOLID WASTE INCINERATOR PLANT CREW CHIEF
GENERAL DEFINITION
This is supervisory work on an assigned shift directing and participating in the operation, maintenance and repair of a continuous feed incinerator plant and transfer facility. Responsibility for planning, assigning and reviewing the work of a moderate number of operational and maintenance employees engaged in the operation, maintenance and repair of the incinerator is a significant aspect of the work. Work involves some disagreeable environmental aspects and includes moderate physical effort in making repairs and/or adjustments to plant equipment. Work is performed under the supervision of an Incinerator Plant Supervisor.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans, assigns and reviews the work of a crew of skilled, semi-skilled and unskilled employees engaged in refuse disposal activities; furnishes special instructions as to the portion of refuse from holding pits to be charged into furnaces, operation of furnaces and disposal of incinerator residue; reassigns personnel to various work projects to avoid backlog and to ensure efficient incinerator disposal activities.
- Supervises and participates in the inspection, adjustment and repair of equipment and machinery used in a continuous feed incinerator plant including electrostatic precipitators; replaces traveling grate stoker parts; adjusts oxygen analyzer, air filters and gas cooler spray chambers.
- Makes adjustments and repairs to an electric bridge crane by adjusting brakes, replacing broken or frayed cables, and repairing and replacing parts in control panels; repairs electric switches and power lines; repairs and adjusts drive wheels; repairs frayed and worn electronic motor drive belts; continues repairs begun on previous shift.
- Inspects all plant equipment and facilities for operating efficiency; notifies higher level plant supervisor of inoperative equipment; recommends need for major repair and/or maintenance work; disassembles mechanical equipment and inspects component parts for wear or damage; performs maintenance and repair functions to maintain the equipment in operating condition; checks incinerator furnaces, catch basins, spray chambers, draft gauges and fly ash control; lubricates motors, removes inspection vertical and horizontal alignments using feeler gauges, calipers, micrometers and other precision tools; disconnects couplings from electric motors and removes inspection plates; reassembles unit using hand tools and checks completed work for proper alignment.
- Directs cleaning and/or maintenance operations on weekends; insures the cleaning of catch basins, induced and forced draft fans and spray chambers, cranes with air hoses and slag from bridge walls of furnaces; makes minor repairs to brick work inside furnaces; replaces warped or broken grates.
- Determines pit levels to ascertain shift production and space available for the accommodation of additional refuse; prepares requisitions and reports relating to plant operation; prepares reports of repair work accomplished during the shift and time sheets of employees; supervises the weighing of incoming and outgoing trucks and the preparation of reports on transferred material.
- Prepares routine reports on work projects and estimates of labor, time and materials.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the operation and maintenance of incinerator furnaces.
- the methods, practices, materials, tools and equipment used in the repair and maintenance of mechanical equipment used in furnace and boiler operations.
- the occupational hazards and safety precautions pertaining to furnace and boiler operations and in the repair and maintenance of incinerator plant buildings and related facilities.
- the operation and maintenance of overhead bridge cranes.
- ventilating systems as they relate to furnace boilers.
SKILL IN:
- the care and use of tools and equipment used in making repairs to furnaces, boilers, overhead bridge cranes, hydraulic equipment and related equipment.
ABILITY TO:
- supervise employees engaged in incinerator plant operations and maintenance activities on an assigned shift.
- use an ammeter, oxygen analyzer and pyrometer.
- read meters and gauges and to interpret such readings.
- perform a wide variety of manual tasks.
- maintain records pertaining to plant operations.
- understand and follow oral and written instructions.
- establish and maintain effective working relationships with associates.

- read and interpret blueprints and sketches.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 7/77.)
- Education equivalent to the completion of the tenth school grade.
- Three years of experience operating or repairing, maintaining, modifying and relocating heavy machinery and mechanical devices, two year of which have been in the mechanical maintenance of equipment found in an incinerator, transfer station, heavy duty processing or materials handling plant, or used in a high-pressure gas, coal or oil-fueled steam boiler.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
