This is technical instructional work in the development, implementation, and evaluation of training programs for a citywide equipment operations training center.
Employees in this class prepare and conduct skills training courses and administer commercial drivers' license training for a state-licensed facility. Work includes developing standards for and evaluating the technical skills of drivers for a variety of equipment, and providing field-based coaching for employees in equipment operator classes. This class differs from lower-level training classes by its responsibility for providing citywide training and instructing lower level trainers in training methods and techniques. Contact with departmental representatives and other agencies to coordinate training activities is a significant aspect of the work.
Work is performed under the direction of a Training Center Supervisor.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)Plans, develops, and conducts citywide training in the operation of a wide variety of automotive and construction equipment; conducts third-party testing for commercial driver's licenses; tests and approves licenses for CDL; provides field-based coaching in equipment operations; promotes and reinforces safety and maintenance guidelines.
Consults with departmental personnel to plan and implement safety training programs for employees; works with representatives of Risk Management to determine and recommend driver status of drivers involved in accidents; investigates accidents involving assigned equipment and personnel; recommends preventive measures designed to reduce the accident rate; develops new programs which identify safe operations for both drivers and functional equipment.
Assists in the design, development and implementation of new testing procedures to accommodate increasingly complex equipment; serves as experts and assessors for course test development.
Assists in preparation and serves as judge for annual departmental driving skills competition. Performs all duties listed in Instructor (Equipment Operations) specification.
Performs related work as required.
Equivalent to completion of the twelfth school grade.
ANDThree years of experience operating a variety of automotive equipment, one year of which has involved operating complex heavy equipment.
ANDTwo years of experience as an Instructor, teaching and evaluating driving skills to labor and trades personnel.
ORAny equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which has included the Specific Experience described above.
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATESPossession of a Commercial Driver's License (CDL) as issued by the Commonwealth of Pennsylvania, with appropriate endorsements in passenger, air brakes and hazardous materials, prior to the scheduled examination and during tenure of employment in this class.
Possession of the following certifications, prior to the scheduled examination and during tenure of employment in this class:
