TELECOMMUNICATIONS SERVICES REPRESENTATIVE 2
GENERAL DEFINITION
This is advanced clerical telecommunications services work in the Communications Division of the Public Property. An employee in this class reviews requisitions for telecommunication services and invoices for payment, and ensures proper maintenance of the City's central employee directory. This class is differentiated from the next lower class in the series by monitoring the City's telephone expense account and conducting a review/verification of the division's telecommunications bids. Contact with City agencies and departments and division staff regarding requisitions for telecommunication services, invoices for payment, and bids review/verification is significant to the work. Work is performed under the supervision of the telephone services superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- Position must perform advanced clerical telecommunications services work in the Communications Division of the Public Property.
- Position must review requisitions for telecommunication services and invoices for payment, ensure proper maintenance of the City's central employee directory, monitor the City's telephone expense account, and conduct a review/verification of the division's telecommunications bids.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Reviews requisitions for telecommunication services; compares requisitions with department records; recommends changes and/or alternatives on such items as line features, voicemail and PIN numbers; reconciles requisitions to services performed.
- Reviews and coordinates departmental requests for moves, additions and changes for telecommunication services; prepares telecommunication plans for the provision of services and equipment; conducts needs analysis of departmental requisitions; makes recommendations based on current standards and policies; works with vendors and departmental technicians to ensure that approved requisitions are completed; prepares requisitions for advanced telecommunication services such as but not limited to ISDN, T1, Centrex, Mobile IP and DSL.
- Reviews invoices for payment; ensures that invoices processed for payment are in accordance with the terms and provisions of contract; compares monthly invoices to requisitions, departmental records and work completed; makes adjustments for incorrect or incomplete billing as necessary.
- Ensures proper maintenance of the City's central employee directory; meets with the representative of each City agency or department to determine their hierarchy for municipal directory; determines what service connections and related information that should be viewable in the switchboard and the municipal directory website; reconciles City's records with the telephone company's databases to ensure records are accurate and billed correctly.
- Monitors each City agency or department's expense account; tracks monthly cellular costs, airtime and equipment; transfers expenditure to appropriate City agency or department's budget code; processes each City agency or department's hierarchy for municipal directory in the telephone cost accounting database; prepares monthly/annual statistical expense reports.
- Conducts a review/verification of the division's telecommunications bids; researches bid proposal terms and costs; meets with division staff to discuss improvements and/or modifications to contracts; verifies vendor performance; makes recommendations to superiors.
- Enters and tracks all circuit identification numbers against ISDN extensions for problem reporting to service providers; may troubleshoot and resolve telephone line problems such as call completion and PIN numbers by modifying their mapping/restrictions; may perform limited programming on unified messaging systems or telephony applications.
- Keeps abreast of current developments in the field of telecommunications; attends training sessions as necessary.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- telecommunications systems, services and equipment including associated software
- the use and application of telecommunications system and equipment including associated software
- the City's process for reviewing requisitions for telecommunications services and recommending changes and/or alternatives
- the City's process for reviewing invoices for payment and make necessary adjustments
ABILITY TO:
- monitor departmental telephone expense account, compute telephone rates and changes from established schedules, and prepare statistical telephones expense reports
- conduct a review/verification of telecommunications bids and make recommendations
- read blueprints and telephone layouts
- express ideas effectively, both orally and in writing
- maintain effective working relationships with city officials, associates and representatives of telephone and communications companies
- learn and apply rules and regulations governing the provision of telecommunication services for both City and non-City users
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 4/02.)
EDUCATION
- Education equivalent to the completion of the twelfth school grade.
AND
GENERAL EXPERIENCE
- Two years of clerical telecommunications services experience in a large telephone network environment.
AND
SPECIFIC EXPERIENCE
- One year of full performance clerical telecommunications services work in the Communications Division of the Department of Public Property, processing telecommunications service requests and invoices for payment and maintaining the City's central employee directory.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included the specific experience indicated above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
