GENERAL DEFINITION
This is administrative code enforcement work at the full performance level within the City's overall licensing and inspection program. Employees in this class are responsible for supervising primary functional areas within a major section or serving as the across-the-board assistant to a major section head. Supervising the activities of an administrative and/or technical staff as well as providing technical and procedural guidance to contractors, business representatives, departmental officials and the public are significant aspects of the work. Work is performed under the supervision of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- The position must direct the activities of a technical or administrative staff in functional areas in the City's overall licensing and inspection program; serve as an across the board assistant to a major section head; or serve in a staff capacity to a higher level administrator.
- The work must be performed in the Department of License and Inspections.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Directs the activities of a technical and / or administrative staff in a primary functional area within a major section of the City's overall licensing and inspection program; plans, assigns, reviews, and coordinates activities; establishes and modifies practices and procedures to increase operating efficiency and expedite work flow; determines appropriate actions for most complex problems; confers with and explains to appropriate parties the interpretation of code regulations and requirements; represents the department on various committees, at meetings and in court.
- Serves as the across-the-board assistant to the chief of a major section within the City's licensing and inspectional agency; supervises the activities of an administrative and technical staff engaged in code compliance, inspectional and/or enforcement activities; evaluates completed work for conformance to administrative and technical standards, program policies and directives; trains staff in operational and technical standards, procedures, and program policies; prepares statistical and narrative reports of activities.
- Establishes and maintains contact with representatives of governmental and quasi-governmental agencies; serves in a liaison capacity with various individuals and groups, represents superior at meetings and conferences; interprets technical provisions of codes to attorneys, community groups, business representatives, violators, and the public; explains codes and violations to news media, public and other interested parties.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the principles and practices of public administration as they relate to a broad program of code interpretation and administration
- the laws, ordinances, and departmental policies pertaining to the enforcement of licensing and inspectional codes
- supervisory methods and techniques
- administrative and management practices and procedures
- philosophy, principles, and purposes of licensing and inspection ordinances and codes
- procedures utilized in the prosecution of violations of licensing codes, ordinances and statues
- code conformance requirements associated with construction, alteration and renovation of commercial, industrial, public and private structures
- the use of personal computers and software applications commonly used in offices
SKILL IN:
- evaluating the effectiveness of administrative functions and in making procedural changes to provide for more effective and efficient operations
- dealing with the public affected by City licensing and inspection codes, ordinances, and administration
ABILITY TO:
- plan, assign, and review the work of a technical and/or clerical staff engaged in code compliance and enforcement work
- interpret, analyze, and explain the provisions, scope and parameters of municipal licensing and inspection codes and related ordinances
- analyze workflow, staff utilization, and forms and records systems
- express and present ideas effectively, both orally and in writing
- establish and maintain effective working relationships with associates, representatives of public and private groups and organizations, and the public
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted for this class will be reviewed based on training and experience requirements as approved on 01/03.)
EDUCATION
- Completion of a bachelor's degree program at an accredited college or university.
AND
SPECIFIC EXPERIENCEOne year of experience performing any of the following functions:

- Experience in any of the classes listed above can be substituted for the four years of college on a year for year basis.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included the specific experience.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
