GENERAL DEFINITION
This is administrative code work of limited scope and difficulty within the City's licensing and inspection agency. Employees in this class are responsible for a variety of administrative projects and activities related to code enforcement. Work includes serving in a liaison capacity and responding to and providing interpretative information pertaining to licensing and inspection policies, procedures, and activities. A significant aspect of the work involves contact with associates, public and private officials, contractors, and community groups as well as the general public.
Work is performed under the direction of a higher-level technical or administrative manager.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- Employees in this class must perform code administration duties within the scope of a larger code enforcement program which include a variety of non-recurring assignments related to the program area.
- These positions must be located in the Department of Licenses and Inspections.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Performs a variety of specific projects and activities within program area; may supervise personnel in these activities; expedites processing of sensitive or confidential complaints or inquiries; conducts confidential investigations and/or inspections; represents superior at meetings and conferences; acts as liaison with departmental officials and units.
- Performs a variety of research projects related to code enforcement activities; analyzes code enforcement procedures, practices, and activities; analyzes statistical and narrative reports to evaluate results against established standards; confers with operating personnel in procedural problems; prepares reports of findings, conclusions, and recommendations for use in policy formulation, dispute adjudication, and problem resolution.
- Researches past practices, applicable ordinances, and legal parameters for licensing and inspection activities.
- Provides technical assistance and answers inquiries related to licensing and inspection activities; may serve in a liaison capacity with various community groups; interprets and explains codes, regulations, interpretations and activities to governmental, industrial and commercial officials, community groups and the general public.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the principles and practices of public administration as they relate to a broad program of code enforcement and administration
- the laws, ordinances, regulations and policies pertaining to the enforcement of licensing and inspection codes
- the philosophy, principles and purposes of licensing and inspection ordinances and codes
- administrative and management practices and procedures
- the structure and organization of City government
- the usage of personal computers and software applications commonly used in offices
ABILITY TO:
- coordinate programmatic activities within an assigned area of responsibility
- express and present ideas effectively, both orally and in writing
- effectively communicate with and provide service to the public

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 09/01.)
EDUCATION
- Completion of a bachelor's degree program at an accredited college or university.
AND
GENERAL EXPERIENCE
NOTE:
Four years of additional experience in one of the classes listed above may be substituted for four years of the educational requirement.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
