ZONING EXAMINER 1
GENERAL DEFINITION
This is beginning level code compliance work, of limited scope and difficulty, examining and reviewing zoning and use permit applications for conformance with zoning standards. Employees in this class learn to review applications for proper execution, approve or disapprove zoning and use permit requests, and verify information through zoning maps and records. Work is performed under the technical supervision of a higher level examiner.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- Employees in this class must perform zoning examination work.
- Work is performed under the technical supervision of a higher level examiner.
- These positions must be located in the Department of Licenses and Inspections.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Learn a departmental organization, zoning codes and other pertinent regulations; learns methods for reading plot plans; attends training sessions.
- Receives applications from the public for zoning and use permits; learns to review applications for proper execution; refers applications requiring detailed and extensive review to a higher level examiner.
- Learns to interpret the zoning code when reviewing requests for zoning or use permits for the alteration, repair or demolition of residential, industrial and commercial structures; refers to blueprints and plot plans; computes the area of lots and buildings using mathematical calculations including algebra and plane geometry; verifies information shown in applications through zoning maps and records; determines if applications conform with the requirements of the zoning ordinances; approves applications for zoning or use permits; refers recommended disapprovals to a higher level examiner.
- Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
- algebra, trigonometry and plane geometry as they apply to determining linear and area measurement
- interviewing techniques
- English language and spelling
ABILITY TO:
- learn departmental functions and organizations as they relate to the application and enforcement of the various codes
- elicit information quickly and easily
- provide information clearly and concisely
- use a considerable degree of tact, diplomacy, and judgment when dealing with the general public
- make mathematical computations with speed and accuracy
- readily acquire a working knowledge of the zoning code, regulations and related policies and procedures
- learn how to read plot plans
- explain code requirements, rules and procedures to the general public
- learn how to determine whether proposed uses are in accordance with existing zoning laws or variances
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 01/04.)
EDUCATION
- Completion of the twelfth school grade.
AND
GENERAL EXPERIENCE
- Two years of experience performing architectural, drafting, or surveying work.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
