LARGE CAPACITY SCALE ENFORCEMENT OFFICER
GENERAL DEFINITION
This is inspectional and enforcement work testing and certifying the accuracy of large capacity commercial and
industrial weighing and measuring devices. An employee in this class operates a tandem axle truck to transport equipment
used to perform standardized testing and certification procedures, and a single axle tank meter inspection truck used to
calculate and certify liquid measuring devices. Contact with a wide variety of commercial and industrial representatives
is a significant aspect of the work. Work involves some disagreeable aspects, and is performed under the close
supervision of an administrative or inspectional supervisor.
ALLOCATING FACTORS:
(The following conditions must be met for a position to be approved for this class.)
- The employee must perform tests which certify the accuracy of large capacity commercial and industrial weighing
and measuring devices.
- The employee must operate a tandem axle vehicle to transport the equipment used to perform standardized testing
and certification procedures and a single axle tank meter inspection truck.
- The position must be located in the Department of Licenses and Inspections, Division of Weights and Measures.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Operates tandem axle vehicle to carry large weights to various work locations within the city; operates electric
hoists to place large weights on battery-operated dolly; operates a dolly to transport large weights onto scale.
- Initiates inspections announced or unannounced; responds to inspectional requests resulting from consumer
complaints; cites violations from state regulatory manuals in the enforcement of rulings; tests and examines a variety of
large capacity scales used to weigh coal, livestock, vehicles, and other heavy items or quantities; tests, certifies and
adjusts scales to adhere to permitted tolerance levels; checks foundations, supports, and general condition of scale;
determines if scale is safe to use by checking for broken concrete, rocks, sag, frozen water, props, or other obstructions;
discusses with weighmasters any mechanical problems, different weight variances, recent adjustments to scales, and any
repairs recently performed.
- Places scale on zero weight before making tests; places certified weights on each section of the scale; reads and
verifies this measurement; repeats a cycle until certified weights equal maximum test weights; rejects or approves
weighing devices according to specifications and tolerances allowable for the particular device; certifies the scale as
accurate if no problems are discovered; discusses any violations with owner, user, operator, or manager; discuses
feasibility of making repair immediately; re-examines and tests scale after repairs have been performed; may order the
arrest of offending party; may suspend weighmaster certification.
- Operates single axle tank meter inspection truck; calculates liquids dispersed by liquid measuring devices, and
verifies accuracy; ensures the accuracy of load rack meters located at refineries, airports and other industrial locations;
schedules and verifies the availability of vehicles to be tested; ensures test vehicles are loaded with the proper types and
quantities of liquids; determines the accuracy of vehicle tank meters; verifies that domestic fuel oil delivery vehicles are
equipped with meters which furnish printed delivery tickets.
- Records reading and appropriate data; prepares reports of findings and actions taken.
- Performs inspections in other functional areas of weights and measures as required.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:

ABILITY TO:
- make arithmetic computations and conversions to various systems of measurement.

industry.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training
and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates
for this class will be reviewed based on training and experience requirements as approved on 1/93.)
EDUCATION
- Equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE
- One year of experience operating a single chassis truck.
AND
SPECIFIC EXPERIENCE
- One year of experience operating moderately heavy automotive equipment.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel
Department that has included the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES

Possession of a valid Class B - Commercial Driver's License (CDL) issued by the Commonwealth of Pennsylvania
prior to the scheduled examination and during tenure of employment in the class.
NOTE:
Employees will be required to successfully complete a departmental training course in enforcement and
inspectional practices and techniques prior to completion of their probationary period. Failure to successfully
complete the training will result in rejection during probation.
Employees with permanent status in the class(es) listed below can substitute experience in that class for
the general and specific experience and must complete the City's safe driving course for tandem axle
vehicles, and possess a Class B, Commercial Driver's license as issued by the Commonwealth of
Pennsylvania prior to examination and during tenure of employment as a Large Capacity Scale
Enforcement Officer.
