WATER REVENUE UTILITY FIELD MANAGER
GENERAL DEFINITION
This is administrative revenue collection work directing the technical operations activities in support of the City's water revenue collection organization.
An employee in this class is responsible for directing, through subordinate supervisors and administrators, staff engaged in meter reading, revenue investigation and sick leave control activities. This employee serves in a liaison capacity between the Water Revenue Bureau, the Water Department and other departments concerning automated meter reading, theft of service and safety issues. A significant portion of this work is conferring with taxpayers in resolving billing issues.
Work is performed under the direction of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- The position in this class must direct, through subordinate supervisors and administrators, staff engaged in meter reading, revenue investigation and sick leave control activities.
- Only one position will be allocated to this class.
- The position must perform the work in the Water Revenue Bureau
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Organizes, directs and coordinates the activity of several units engaged in water meter reading and re-inspection and water revenue investigation; plans, establishes and modifies policies for the respective sections; reviews the work of the sections to ensure that all policies and procedures are being followed; meets with subordinate administrators or managers to discuss the status of operations; suggests solutions to problems and/or changes to procedures when required.
- Conducts periodic staff meetings with subordinate managers to review and discuss problems affecting daily work activities; makes suggestions for solutions to problems.
- Reviews organizational staffing needs; determines what changes are necessary to improve organizational efficiency.
- Coordinates the meter reading and re-inspection, and revenue investigation activities of the section with those of other sections and departments; participates in the establishment of new procedures; reviews, analyzes and solves problems concerning automated meter reading meters; assists in determining if billing adjustments are necessary.
- Directs, through a subordinate supervisor, the work of a staff of revenue investigators engaged in the process of conducting background searches of individuals and businesses to determine their water liabilities.
- Meets with other city officials and/or consultants; community groups on matters relating to automated meter reading and other related city government issues.
- Coordinates and directs safety program.
- Directs the activities of a sick leave control unit to ensure compliance with city policies.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience standards as approved on 1/02.)
EDUCATION
- Education equivalent to the completion of the twelfth school grade.
AND
GENERAL EXPERIENCE
- Three years experience managing a city-wide water revenue field operation program.
AND
SPECIFIC EXPERIENCE
- Three years administrative work directing, through subordinate supervisors, a city-wide meter reading program or three years of experience at the second supervisory level directing a large staff of field investigators engaged in the collection of revenues owed the city.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included the education and specific experience described above.

PHYSICAL AND MEDICAL REQUIREMENTS
