FIRE PARAMEDIC DEPUTY CHIEF

General Definition

• This is supervisory Emergency Medical Services (EMS) work commanding several EMS divisions throughout the city. The employee in this class directs, through subordinate Fire Paramedic Services Chiefs, the coordination and deployment of equipment and personnel to emergency scenes, the training of EMT and fire paramedic personnel in accordance with state and departmental regulations, compliance with EMS regulations governing the city/county of Philadelphia and the activities of the EMS Regional Office. Responding to emergency scenes, maintaining command of EMS operations and establishing new policy and procedural changes to paramedic personnel are significant aspects of the work. Work is performed under the general supervision of the Deputy Commissioner of Fire Operations.

• The position must direct, through subordinate Fire Paramedic Services Chiefs, the operations component of the Fire Department EMS program and the administration of the EMS Regional Office.

Typical Examples Of Work (Illustrative Only)

• Responds to mass casualty, terrorism, chemical/biological incidents, special events and other emergency scenes throughout the city as required to maintain command of emergency service operations until relieved by higher level officers; resolves on-scene problems concerning treatment, crowd control, complaints and related matters, and relieves subordinate emergency medical control officers as required.
• Plans, assigns, reviews, and evaluates the work of Fire Paramedic Services Chiefs, responsible for the operations component of the Fire Department EMS program and the administration of the EMS Regional Office.
• Administers the first responder program; directs, through a subordinate Fire Paramedic Services Chief, the deployment of equipment and personnel to the field, the training of emergency personnel, including CPR certification and recertification, paramedic and emergency medical technician training and recertification and automatic defibrillation certification and recertification and the procurement and management of supplies and equipment; reviews periodic and special reports on emergency services operations; reviews new directives and orders; may perform emergency work on occasion due to unavailability of subordinate paramedics or officers.
• Directs, through a subordinate Fire Paramedic Services Chief, the EMS system within the regional area; expands and improves the EMS system within the regional area; develops, implements, and ensures the maintenance of a comprehensive regional EMS plan; works with the EMS medical director on matters affecting the division; ensures complaints of a medical nature are investigated and mitigated within the framework of departmental directives and procedures; reviews new directives and orders, interprets new policy and procedural changes to paramedic personnel;
• Implements the City's and Department's EMS goals and objectives; establishes new policy and procedural changes to paramedic personnel; implements new EMS system improvements and modifications.
• Coordinates the paramedic recruitment program in conjunction with the Departmental Human Resources Manager.
• Performs related work as required.

Knowledge Of:

Ability To:

• plan, organize, direct, and coordinate the operations component and the Fire Department EMS program and the administration of the EMS Regional Office.
• coordinate and leverage existing information flows to provide for administrative simplicity and maximize efficiency of efforts within the EMS system.
• establish effective working relationships with other EMS and fire units, police personnel, state and local authorities, medical personnel and the general public.
• establish and maintain effective working relationships with departmental officials, contracted agency personnel, hospital administrators and regional, state and local EMS agencies.
• communicate information and instructions clearly and effectively.
• interpret and enforce procedural and policy directives related to the administration of emergency medical services.
• direct and coordinate the training, operations and field activities of a city-wide EMS program through subordinate supervisors.
• ensure compliance with procedural and policy directives from federal and state agencies related to the administration of emergency medical services.
• supervise the preparation and maintenance of records and reports.

Minimum Acceptable Training And Experience

(The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 9/11.)

Education

• Completion of an intensive training program conducted by the Fire Department in advanced life support practices and techniques, especially in the mastery of established protocols for drug therapy and cardiopulmonary and respiratory resuscitation techniques.

Experience

• Two years of current experience as a Fire Paramedic Services Chief.

Physical And Medical Requirements

1. Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

Licenses, Registrations And/Or Certificates

1. Possession of certification as a Paramedic issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Fire Paramedic Deputy Chief.
2. Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as a Fire Paramedic Deputy Chief.
