DRUG AND ALCOHOL ABUSE PROGRAM PLANNING AND OPERATIONS ADMINISTRATOR
GENERAL DEFINITION
This is administrative and supervisory work directing technical personnel planning and developing programs, and
monitoring operations for the City's coordinating office for drug and alcohol abuse treatment and prevention. The
employee in this class directs through subordinate supervisors, the development of a comprehensive plan for drug and
alcohol addiction control for the City and County of Philadelphia. Contacts with contracted service agents and state,
federal and city officials to assure program effectiveness is of a major significance to the work. The incumbent reports
to, and may act as Program Director by coordinating all drug and alcohol abuse treatment and prevention programs, and
conversing with members of the media in the absence of the director.
ALLOCATING FACTORS:
(The following conditions must be met for a position to be approved for this class.)
- The employee must administer, through subordinate supervisors, a comprehensive drug and alcohol addiction
control plan.
- The employee must work in the Coordinating Office of Drug Prevention (CODAAP).
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Develops, through subordinate supervisors, a comprehensive drug and alcohol addiction control plan involving
the direction of county, state and federal resources to private, governmental and community agencies involved in service
delivery for treatment, education and rehabilitation; determines means to manage and monitor programs; based upon
analysis, develops means of program expansion or creates new services.
- Authorizes contracts to service delivery agencies; approves payment for contracted services consistent with
program evaluation and fiscal review; directs the ongoing monitoring of agents to assure program conformance or to
identify deficiencies; may initiate investigation of problem areas; develops and maintains contacts with governmental and
service delivery officials.
- Officials program operations with other coordinating office elements, including research and evaluation, and
administrative support and medical; investigates and develops third party funding sources for their effect and application
to programs and program beneficiaries.
- Supervises staff in the preparation of periodic reports of program results; directs preparation of annual reports
to state and federal agencies.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the practices, procedures and methods used in the administration of programs for drug and alcohol abuse
treatment, prevention and education.
- the literature, current studies and practices, and legislation in the fields of drug and alcohol abuse treatment,
prevention and education.
- the principles and practices of scientific management and administrative analysis.
- research methods in the area of drug addict and alcoholic behavior modification.
- the means of and resources for disseminating educational information.
- the practices and cost considerations required for the preparation of governmental and service agency budgets.
- supervisory methods and techniques.
ABILITY TO:
- direct technical personnel involved in program planning, development and monitoring for contracted service
delivery agencies.
- establish and maintain effective working relationships with associates, governmental agency officials, service
delivery agents, community and special interest groups, and the public.
- present ideas effectively both orally and in writing.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training
and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates
for this class will be reviewed based on training and experience requirements as approved on 8/90.)
EDUCATION
- Completion of a master's degree with major course work in psychology, sociology or public health administration
at an accredited college or university.
AND
GENERAL EXPERIENCE
- Three years of experience in programs providing rehabilitative services to drug addicts and/or alcoholics.
AND
SPECIFIC EXPERIENCE:
- Three years of experience administering, planning, developing and implementing programs for treatment and
rehabilitation of drug addicts and/or alcoholics, one year of which has involved supervising personnel engaged
in such work.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department
that has included the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
