DRUG AND ALCOHOL ABUSE PROGRAM AND PLANNING SUPERVISOR
GENERAL
DEFINITION
This is administrative work supervising the program planning, development, coordination, monitoring and
evaluation activities for the City's coordinating office for drug and alcohol abuse treatment and prevention. The employee
in this class supervises program analysts engaged in preparing annual and special plans and reports pertinent to substance
abuse prevention and treatment as well as monitoring, evaluating, and providing technical assistance to contracted service
providers. Contact with providers, other planning agencies and governmental authorities to coordinate and secure
approval for program proposals is a major aspect of the work. Work is performed under the general direction of an
administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
- The position must supervise a staff of program analysts engaged in preparing plans and reports pertinent to drug
and alcohol services as well as monitoring, evaluating and providing technical assistance to contracted service
providers.
- The position must perform the work in the Coordinating Office of Drug and Alcohol Abuse Programs of the
Health Department.

Supervises subordinate program analysts in the planning and development of the annual, comprehensive, and
special plans and reports for drug and alcohol services; assigns staff to programmatic areas to compile information and
proposals from a variety of sources including service providers, community groups, and central agencies' staffs; directs
the preparation of plans and proposals for various programmatic areas; submits proposals to other administrative officials
with the central agency for review and makes revisions as required; submits completed documents to appropriate city and
state agencies for review and comment; attends public hearings to exchange comments and recommendations for plan
changes; ensures that program proposals are consistent with the guidelines and objectives set forth by funding authorities;
meets with agency officials to direct the implementation of the plan; supervises the maintenance of information on plan
implementation for submission to funding authorities.
- Supervises staff engaged in providing technical assistance to contracted agencies in obtaining state licensure and
interpreting federal, state, and city regulations as well as monitoring and evaluating services provided by those agencies;
reviews reports prepared by staff on program activities; makes recommendations to improve service delivery as required.
- Develops systems for collecting census and funding data; utilizes data to track activity of programs; maintains
information on services delivered by contracted providers; serves as a resource to other departmental divisions and other
agencies on substance abuse related issues and available prevention, intervention and treatment services.
- Serves in a coordinating and advisory capacity between the central agency and other planning and funding
authorities; attends and represents superior at conferences and meetings with officials of other agencies to analyze and
resolve problems involving program activities and units; advises and participates in the formulation and interpretation of
program policies and objectives; confers with officials of city and other agencies to implement new programs, coordinate
activities, obtain cooperation and achieve established goals.
- Participates on departmental and inter-departmental committees and task forces formed to address problems and
issues pertinent to the delivery of substance abuse prevention and treatment services.
- Performs related work as required.

KNOWLEDGE OF:

the principles, practices, procedures, literature, legislation and new developments in the field of drug and alcohol
abuse prevention, education, treatment and rehabilitation.
- the principles and practices of program planning, development and implementation for drug addiction and
alcoholic treatment programs.
- the funding resources available in the area of substance abuse rehabilitation.
- community resources available for the treatment and rehabilitation of substance abusers.
- the principles and practices of contract development.
- research methodology in the area of drug addiction and alcoholic behavior modification.
- the facilities, media, methods and techniques of disseminating educational information to the public.
- the principles, standard practices and procedures of preparing annual public and private treatment program
budgets.
ABILITY TO:

and evaluation for drug and alcohol abuse prevention and treatment programs.

delivery agents, community and special interest groups and the public.
- make comprehensive recommendations on matters pertaining to central agency policies and objectives pertaining
to the overall drug addiction and alcoholic treatment and rehabilitation program.
- prepare comprehensive plans and reports.
- present ideas effectively, both orally and in writing.
MINIMUM ACCEPTABLE TRAINING
AND EXPERIENCE
(The following statement represents the minimum training
and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates
for this class will be reviewed based on training and experience requirements as approved on 11/96.)
EDUCATION
- Completion of a bachelor's degree program at an accredited college or university.
GENERAL EXPERIENCE
- Two years of experience in public or private rehabilitative work in mental health, drug addiction, alcoholism or
health administration.
SPECIFIC EXPERIENCE
- One year of full performance level program analysis experience planning, developing, monitoring, and evaluating
programs administered by contracted agencies in support of drug and alcohol abuse rehabilitation programs.
Or any equivalent combination of acceptable education and experience which has included the completion of a
bachelor's degree as an educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this
class.
