REFUGEE EMPLOYMENT PROGRAM DIRECTOR
GENERAL DEFINITION
This is administrative work organizing, coordinating and directing, through a subordinate
supervisor, the City's Refugee Targeted Assistance Program. The employee in this class
develops and formulates a program designed to reduce the number of refugees receiving public
assistance by placing them in full time employment. Planning and directing a staff involved in
interviewing, assessing, training, placing refugees in jobs, and developing and locating job
opportunities are important aspects of the work. Work is performed under the direction of an
administrative superior.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Organizes and directs the City's refugee employment program; formulates plans to
increase employment in the City's refugee population; develops or revises methods for
interviewing and placing refugees in jobs; establishes placement goals to increase the number
of placements and job opportunities; monitors goal attainment and staff performance through
review of progress reports and program statistics and meetings with staff, private industry and
public officials; explains program goals, provisions and regulations to community, governmental,
and business officials.
- Plans, assigns and reviews the work of program staff; provides direction and technical
information related to job interviewing and placement of refugees; develops changes in work
procedures; adjusts workloads; determines common counseling problems; prepares periodic
reports on program activities for review by superiors and grant providing agencies; may develop
or improve format and techniques for evaluating placement procedures.
- Designs procedures to improve methods used to prepare clients for the job interview and
placement process; ensures that staff performs follow-up investigations to determine if clients
are still employed and not on public assistance roles.
- Prepares budget data for program activities; keeps track of operating costs; proposes new
budget expenditures for personnel, equipment and contracted services; conducts bidder
conferences, prepares vendor rating materials and presents data on vendors to superior; monitors
vendor performance and reviews invoices prior to payment.
- Meets with auditors; provides requested documents for audits; explains figures to
auditors, city officials and superiors.

KNOWLEDGE OF:
- counseling theories, principles and techniques used for vocational rehabilitation and
employment purposes.
- the principles, practices, methods and techniques used in planning, developing and
implementing a new program.
- the principles, practices, methods and techniques of project management.
- public relations techniques necessary for promoting and developing support for a new
program.
- the functions and resources of public and private social welfare agencies.
- the sources of information and of current literature and developments in the fields of
vocational and employment counseling.
- analytical techniques required to evaluate and improve existing systems and to develop
new systems.
- the principles and practices of organizational planning and development.
- administrative practices, procedures and techniques applicable to developing and
managing an employment program.
ABILITY TO:
- plan, organize and coordinate a city-wide refugee employment counseling and placement
program.
- plan, assign and review the work of a staff engaged in coordinating and monitoring
employment placement activities.
- promote the refugee employment program to business, community and governmental
officials.
- evaluate subordinate counselors performance in order to develop alternative methods and
techniques of interviewing and placing clients for employment purposes.
- assign and review client caseloads.
- learn computer applications and capabilities required to evaluate and improve existing
systems and to develop new systems.
- learn which industries, commercial establishments and businesses in the community might
provide employment and training opportunities.
- interact with associates, staff members and community officials from various ethnic
backgrounds who speak a variety of languages.
- present ideas effectively both orally and in writing.
- establish and maintain effective working relationships with clients, associates, program
personnel, cooperating business and vocational training representatives.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE

represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 3/89.)
EDUCATION
- Completion of a bachelor's degree program at an accredited college or university.
EXPERIENCE
- Four years of administrative and supervisory experience in program development,
analysis, promotion and coordination related to counseling and job placement of refugees.
Or any equivalent combination of training and experience determined to be acceptable
by the Personnel Department which has included completion of a bachelor's degree program as
an educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
