YOUTH DETENTION SHIFT MANAGER

This is youth custody and counseling work administering and managing, through subordinate supervisors, the security, counseling and residential care activities of a youth detention facility during an assigned shift. An employee in this class has responsibility for all program and operational activities of the facility in the absence of superiors and insuring that they conform to mandated regulatory and professional standards and policies.

Contact with parents, court representatives, and law enforcement officials is a significant aspect of the work. Work is performed under the direction of an administrative superior.

• The position must direct, through subordinate supervisors, the child care and custody operations of a youth detention facility on an assigned shift.
• The position must have controlling responsibility for security and as the Administrator On duty must assume responsibility for all programs, activities, employees, incidents, and concerns throughout the facility during the absence of administrative superiors.

• Directs and assigns residential services personnel on an assigned shift to ensure that security and resident care needs are being met; monitors and coordinates service delivery from professional service areas including medical, education, social services, recreation and volunteer services; ensures that all activities meet pre-determined policy and program standards.
• Conducts periodic tours of entire facility to ensure units meet prescribed security, safety, and cleanliness standards; confers with subordinate supervisors on disciplinary and behavioral problems of youths and indicates possible solutions to remedy them; investigates security violations and makes detailed reports and recommendations for action.
• Directs the implementation of behavior modification programs for center residents; identifies areas, equipment, and/or systems within the center in need of maintenance or repair and issues maintenance and repair work orders; reviews and evaluates proposed center programs and schedules and ensures they meet appropriate security standards; directs the movement of residents in the facility, ensuring they are allocated efficiently; maintains staff activity logs.
• Receives and reviews reports of incidents involving complaints by residents against center employees; confers with parties involved to evaluate the validity of the complaint and formulate possible corrective measures; meets with residents' parents to discuss complaints and resolve problems.
• Works with superiors in the preparation of staff work schedules; coordinates leave usage and vacation scheduling of subordinate staff; monitors and analyzes computerized time and attendance records for the purpose of providing appropriate staffing in all areas of the facility; meets with subordinate supervisors on a regular basis to document performance measures and develop personnel improvement plans; conducts preliminary disciplinary hearings and recommends corrective action.
• Monitors inventory of supplies and materials used in the security, counseling and residential care of detained residents during an assigned shift; requisitions supplies and materials as needed;
• Works with superiors and training personnel in the development and implementation of staff training; meets regularly with subordinate supervisors to discuss procedural and operational problems; interprets newly promulgated departmental policies and makes operational and procedural changes accordingly; ensures shift activities conform to relevant state, departmental, and professional standards and regulations.
• Completes, reviews, evaluates and submits daily reports, paperwork and logs necessary to meet the standards of the American Correctional Association for accreditation purposes and Regulation 3800 for compliance with all appropriate laws governing the management of a correctional facility.
• Monitors and directs child care staff in providing assistance to other departments in meeting American Correctional Association standards as they relate to providing medical, dietary, recreational and educational services to clients.
• Performs related work as required.

KNOWLEDGE OF:

• social factors which result in institutionalization and of the attitudes and habits of youths in custody or protective care
• all phases of modern detention or protective care methods related to the specialized field of temporary child care
• relevant laws, regulations, and professional standards pertaining to the custody and care and protective service of detained youths
• supervisory methods and techniques
• appropriate computer software, programs and databases
ABILITY TO:
• work and communicate effectively with delinquent and detained youths
• train and teach subordinate staff in the proper methods and procedures to utilize in the care, custody, and protective service of delinquent and detained youths
• observe and understand the behavior problems of youth and to recommend corrective action
• establish and maintain effective working relationships with subordinates, administrative officials, and volunteer agency representatives
• express ideas effectively, both orally and in writing

EDUCATION
• Completion of a bachelor's degree program at an accredited college or university which has included at least nine credit hours in social work, secondary education, criminal justice, or a related behavioral science field.
AND
GENERAL EXPERIENCE
• Two years of experience counseling, teaching, supervising or directing groups of youths which has been in an institution for the care, custody, and detention of delinquent youths.
AND
SPECIFIC EXPERIENCE
• Two years of experience supervising subordinates engaged in providing security, counseling and residential care to youths in a detention facility for delinquent youths.

OR

Any equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included the specific experience described above.

• Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

NOTE:

Pennsylvania Act 33 of 1985 requires State criminal record and central registrar reports prior to appointment to positions in this class having responsibility for direct child care.
