HUMAN SERVICES DEPUTY COMMISSIONER - ADMINISTRATION AND MANAGEMENT
GENERAL DEFINITION
This is social service administrative work at the deputy commissioner level directing departmental administrative functions and coordinating organizational planning and support activities for the Department of Human Services (DHS). The employee in this class directs, through subordinate managers and supervisors, centralized fiscal services, which include supervision and management of the department's entire budget, accounting, procurement and revenue enhancement. Work also includes human services program monitoring and evaluation, contract administration and compliance, facilities management for the Juvenile Justice Center (JJC), human resources and departmental computing systems support. The employee also directs the formulation of policy and planning for administration and management issues and the review, coordination and integration of departmental policy and program initiatives to ensure adherence to applicable federal and state laws and guidelines.
Contact with officials of state and federal regulatory agencies to promote conformance with guidelines and mandates, to maximize recovery of funds from funding sources, and to advocate regulations, policies and procedures which impact on the agency is a significant aspect of the work. The employee reports to the Commissioner of Human Services.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- Only one position will be allocated to this class.
- The position must direct, through subordinate managers, departmental responsibility for all administrative, fiscal, procurement, organizational review, facilities management for JJS, human resources and computing support activities for the Department of Human Services.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Directs, through a subordinate manager, the coordination of the development of qualitative and quantitative standards to be used in contract construction, and family based and placement care services; directs the preparation of requests for proposals; participates in the review of submitted proposals; makes selection recommendations to top level management; participates in contract negotiation; directs the financial and programmatic monitoring of contracted agencies to insure they are in conformance with contractual requirements.
- Directs, through a subordinate manager, the budget and revenue functions for the department; administers a comprehensive program of fiscal policies and accounting systems to control and report on agency functions; directs the preparation, monitoring and reporting of departmental operating and capital budgets; determines alternative means of funding for new program or increased services; insures department meets financial reporting requirements for federal, state, and other funding sources.
- Directs through a subordinate manager, a comprehensive departmental personnel program including personnel policy, staffing, position management, labor relations and discipline, employee safety, affirmative action/EEO, payroll and maintenance of personnel records.
- Directs, through a subordinate supervisor, the development of a policy framework for departmental administrative concerns; directs the compilation and updating and revision of various operational, investigation and decision manuals for administrative issues; directs the development of recommendations for administrative policy and procedure modification; discusses recommendations with management staff; works to coordinate and integrate department-wide policy and procedure changes.
- Directs the management of budget and fiscal staff at JJS, Aging Services and Office of Community Family Centers.
- Directs the management of procurement staff at JJS, Aging Services and Office of Community Family Centers.
- Directs the maintenance and upgrading of the physical plant at the Youth Study Center.
- Directs the monitoring and evaluation functions for the entire department including those of JJS, Aging Services and the Office of Community Family Centers.
- Directs revenue enhancement activities of all divisions including JJS, Aging Services, and the Office of Community Family Centers.
- Directs, through a subordinate manager, department-wide computing support services; directs the development and maintenance of computer programs intended to automate office operations; directs local area network (LAN) administration activities, involving the operation and maintenance of the network; ensures problem areas are identified in the automation of social service operations and instructs technical subordinates to take corrective action; ensures the administration of on-going training for users in new systems or those experiencing problems in systems utilization.
- Meets with agency advisory board to explain policy changes and federal and state policy changes and federal and state policy requirements; present agency policies, procedures, and practices to state regulatory officials; discusses compliance issues and clarifies state mandates; coordinates the agency's efforts to conform with State Management Plan.
- Directs resource development activities; reviews annual training plan for departmental management staff and insures maximum utilization of resources; reviews proposals for the development and implementation of management information systems.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- local, state and federal guidelines which affect social service agencies serving children, youth and families, and the elderly
- contract development principles and practices as applied to social service purchase agreements
- the philosophy and objective underlying social services for children, youth, families, juveniles, and the elderly
- social service policy development principles and practices
- social service and fiscal planning processes and practices
- the principles, practices, and procedures used for social service program planning and evaluation
- the laws, regulations, and guidelines affecting funding and implementation of social service programs for children, youth, families, juveniles, and the elderly

ABILITY TO:
- plan, direct and implement the management training and professional development for a large urban social service agency
- plan, direct and implement the fiscal, contract administration, personnel, computer support services, and administrative support programs of a social service agency
- present ideas effectively, both orally and in writing
- establish and maintain effective working relationships with subordinate supervisors, contracted agency directors, departmental managers, and local, state and federal agency officials
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 9/01
EDUCATION
- Completion of a master's degree program at an accredited college or university, with major course work in business administration, social work administration, or public administration.
AND
GENERAL EXPERIENCE
- Six years of administrative experience within a social service agency.
AND
SPECIFIC EXPERIENCE
- Two years of experience directing one of the following administrative support functions for a municipal or comparable sized private sector social service agency: Personnel, Fiscal Services, General Administrative Support, Contract Administration, Computer Support Services, or Policy and Planning.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included the specific experience as indicated and a master's degree as an educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
