This is specialized medical work examining and treating patients in a municipal health clinic. The employee has a controlling responsibility over the activities of a specialized clinic of a health center. Responsibility for securing and maintaining the patient's cooperation is a significant aspect of the work. Work is performed under the general supervision of a medical superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)Examines patients for clinical symptoms of disease; orders specimens such as blood or sputum taken for laboratory analysis; reviews case histories and reports of laboratory findings; prescribes and administers treatment; refers patients with complications to other clinics, hospitals, or mental health agencies; prepares reports of findings; re-examines patients for recurrence of disease; supervises extended care providers engaged in examining and treating patients; conducts case conferences to present unusual or interesting cases to other medical personnel.
Performs related work as required.
Diagnoses skin disorders and diseases; manages and applies principles of preventive and therapeutic medicine for patients with acute and chronic diseases of the skin; performs skin biopsies; develops treatment plans and behavior modification plans for health maintenance activities.
FAMILY MEDICINEDiagnoses medical conditions of children and adults; manages and applies principles of preventive and therapeutic medicine for patients with acute and chronic medical conditions utilizing principles from internal medicine, pediatrics, surgery, obstetrics, gynecology, community medicine, gerontology, psychiatry and related behavioral sciences; develops treatment plans and behavior modification plans for health maintenance activities; may perform sigmoidoscopic examinations in the Sigmoidoscopy Clinic upon completion of specialized training and certification by department.
INTERNAL MEDICINEDiagnoses medical conditions of adults; manages and applies principles of preventive and therapeutic medicine to patients with acute and/or chronic medical conditions; develops treatment plans and behavior modification plans for health maintenance activities; orders appropriate laboratory tests and x-rays; prescribes medications and special diets; discusses findings with patient and family; may perform sigmoidoscopic examinations in the Sigmoidoscopy Clinic upon completion of specialized training and certification by department.
OBSTETRICS-GYNECOLOGYReviews radiological procedures and prescribes vitamins, drugs, and special diets for expectant mothers in a prenatal clinic.
PEDIATRICSDiagnoses medical conditions of children; manages and applies principles of preventive and therapeutic medicine to patients with acute and/or chronic medical conditions; develops treatment plans and behavior modification plans for health maintenance activities; orders appropriate laboratory tests and x-rays; prescribes medications and special diets; discusses findings with patient and family.
RADIOLOGYReads and interprets 70 millimeter and standard chest x-ray films for city tuberculosis clinics; makes diagnoses based on findings, comparisons with prior films, review of medical histories, and consultation with tuberculosis specialists; orders retakes or additional film studies such as planigrams as necessary.
Graduation from an accredited school of medicine or osteopathy with a degree of Doctor of Medicine or Osteopathy and completion of an internship in an approved hospital.
Completion of all current formal requirements necessary to be accepted for the initial examinations for certification by the appropriate American Medical or Osteopathic Specialty Board.
ALL OTHER SPECIALTIESCompletion of all current requirements and possession of a certificate issued by the appropriate board of specialization.
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATESPossession of a valid unrestricted license to practice medicine or osteopathy in the Commonwealth of Pennsylvania issued by the appropriate state board prior to and during tenure of appointment as a Physician.
Eligibility for hospital admitting privileges in the appropriate specialty department, and possession of hospital admitting privileges within one year of the date of appointment and during tenure of employment.
ALL SPECIALTIESEligibility for an unrestricted Controlled Substances Registration Certification from the United States Department of Justice, Drug Enforcement Administration, and possession of such certification within six months of the date of appointment and during tenure of employment.
Completion of one hundred fifty (150) hours of continuing medical education (CME) credits within three years from the date of appointment, of which a minimum of sixty (60) hours shall be Category I credits.
