RADIOLOGY SERVICES ADMINISTRATOR
GENERAL DEFINITION
This is public health administrative work at the second supervisory level planning, directing and coordinating the provision of diagnostic radiology services in the City's health centers and institutional health care settings. The employee in this class prepares program policy and service standards used in the evaluation of the delivery of services provided directly by the City or through a consortium of contracted hospitals and agencies. The employee in this class is responsible for developing and evaluating technical standards, policies and procedures for radiology services. This employee is responsible for grant development and submission, implementing grant awards and evaluating performance. This employee is responsible for coordination of an-site audit by various governmental and managed care agencies to maintain licensure. Significant aspects of the work include frequent contract with other program administrators, managers, specialists, and representatives of contracted and governmental agencies to coordinate program goals and procedures, resolve funding and programmatic issues, and to ensure delivery of the appropriate health services, and the supervision of a subordinate supervisory, technical, clerical, contract and volunteer staff. Work is performed under the general supervision of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- This one-position class must direct through a subordinate supervisor the planning, developing, coordinating, monitoring and evaluation of program services of the City's diagnostic radiology services.
- This position must be located in the Department of Public Health.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans, directs through subordinate supervisor, and evaluates radiology services in the City's health centers and institutional health care settings; develops technical policies and procedures; performs the overall planning and direction of radiology services; conducts an on-going review and evaluation of radiology services through review of statistical and performance reporting systems, and site visits; reviews budget requests for radiology services; develops overall staffing patterns for x-ray technologists based on need in facilities.
- Plans, develops, directs, evaluates and monitors the radiology quality assurance program to conform with federal and state regulations; develops standards and procedures for processing radiographic film; develops, and maintains a system for monitoring levels of radiation exposure to health department staff.
- Reviews specifications and approves purchase requisitions for supplies, services, and equipment necessary for radiology services; ascertains that budgetary and other related requirements are met; authorizes payments to vendors.
- Plans and designs radiology suites; selects new equipment needed; consults with architects and city officials regarding the design and development of radiology suites under construction.
- Consults with public health program administrators and technical consultants on the development of radiology protocols and procedures; interviews, selects, and selects new employees.
- Plans, the mobile mammography program; develops program policy, and patient and staff protocols; meets with potential funding sources; makes presentations; writes proposals,
- Reviews Federal Registers and Pennsylvania Bulletins to identify new and revised rules, regulations, proposal requests, and related information which have a potential affect on program; distributes information to the appropriate parties.
- Promotes professional skills by providing staff training, conducts staff conferences and consults with division director in complex problem areas.
- Plans and effectuates inter-governmental site visits to agency facilities; prepares site visit reports of agencies' accomplishments and problems including recommendations.
- Reviews and evaluates federal, state and private sources of funding for services and research; interprets funding law and regulations and plans, develops and implements procedure for submitting applications.
- Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the principles and practices of planning, developing, monitoring and evaluating the radiology programs and services
- Program priorities, departmental policies, and judicial guidelines in the area of radiology
- the principles, practices, methods, and new developments in the field of diagnostic radiology technology
- federal and state rules and regulations governing occupational hazards and safety precautions of radiographic work
- administrative practices including such areas as budgeting, coordination, organization, and staffing
- current legislation and funding mechanisms as applied to program service delivery in the area of radiology
- the principles, practices and procedures of preparing annual public and private program budgets
- the methods of determining community and client needs and resources in the area of radiology
- the private and governmental agencies which provide health services relevant to the area of radiology
- the methods of health service delivery
ABILITY TO:

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 9/02.)
EDUCATION
- Completion of a bachelor's degree at an accredited college or university.
AND
- Completion of an approved two-year course in radiology technology.
AND
GENERAL EXPERIENCE
- Two years of experience as a radiologic technologist in an ambulatory or institutional health care facility.
AND
SPECIFIC EXPERIENCE
- Two years of experience coordinating services and supervising a staff engaged in performing diagnostic radiology services.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included the completion of a bachelor's degree as an educational minimum and the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a certificate from the American Registry of Radiologic Technologists prior to appointment and during tenure of appointment as a Radiology Services Administrator.
