STREETS PLANS DESIGNER 2
GENERAL DEFINITION
This is technical work performing urban street layout, design and related technical
research. Work includes determining utility problems, right-of-way and other legal problems,
physical status of existing streets, assessments and registry data and may include responsibility
for supervising other technical employees. Performing an advisory service to City officials
charged with responsibility for maintaining the city street plan is a significant aspect of the work.
Work is performed under the general direction of a technical superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be
approved for this class.)
- The position must perform the work in the Streets Department.
- The position must analyze proposed street plan designs and make final checks of
completed street plans involving the recomputing of all mathematics and the rechecking
of ordinances, specifications, report plans, district survey reports, etc.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Performs calculations to determine exact location and dimensions of streets, drainage
areas, elevations and street grades.
- Analyzes proposed street plan designs to determine topography, drainage, traffic patterns,
pedestrian requirements, and right of way.
- Plans, designs and computes new and revised city street systems from preliminary
sketches; prepares ink drawings and computer generated drafts of streets and sub-division plans;
fits new designs into adjacent sub-divisions.
- Represents the city's interests to the Pennsylvania Department of Transportation; supplies
and familiarizes engineers or consultants with City procedures, ordinance, and utilities.
- May supervise and participate with lower level technical personnel in preparing and
verifying reports, specifications, deeds of dedication, designs and scale drawings for City
Council ordinances relative to changes in the official city street plan.
- Makes final checks of completed street plans involving the recomputing of all
mathematics and the rechecking of ordinances, specifications, report plans, district survey
reports, etc.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- Computer Aided Design (CAD) systems as they relate to street plans design.
- the principles and practices of urban street design and layout.
- surveying and of engineering drafting as they relate to street design and land sub-division
practices.
- mathematics and related engineering computations as they pertain to street design for the
determination of alignment and grade.
- state and local laws relating to real estate conveyancing and land title work.
- office practices and procedures.
ABILITY TO:
- draft complex engineering drawings using both pencil and ink-on-mylar techniques with
neatness, accuracy, and precision.
- read and interpret blueprints.
- establish and maintain effective working relationships with associates, representatives of
business and governmental agencies, and the public.
- present ideas effectively, both orally and in writing.
- supervise lower level technical personnel.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 8/96.)
EDUCATION
- Completion of two years of study at an accredited college or university with major course
work in one of the recognized fields of engineering.
AND
GENERAL EXPERIENCE
- Four years of experience in surveying and/or related city street design.
SPECIFIC EXPERIENCE
- Two years of experience supervising the work of two or more survey corps or computing
and drafting plans for new and modified streets.
Or any equivalent combination of education and experience determined to be acceptable
by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- The ability to meet the approved minimal physical and medical standards.
