RECYCLING PROJECT SUPERVISOR
GENERAL DEFINITION
This is technical and supervisory recycling program work with responsibility for the activities of a staff
engaged in one or more of the following recycling activities: planning residential and commercial waste
recovery, composting and organic waste recovery, or education and policy development for a comprehensive
recycling program. An employee in this class is responsible for a wide variety of assignments providing
technical, supervisory and administrative services as appropriate, and for obtaining facts, conducting research,
making analysis and preparing evaluations and recommendations concerning ongoing and developmental
recycling programs. Attendance at evening meetings and weekend recycling field operations may be required
as part of employee's regular work. Work includes performance of periodic light physical tasks and is
performed under the direction of the Recycling Program Administrator.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans, assigns and reviews the work of a moderate-sized staff of employees engaged in various aspects
of recycling work in a residential and commercial waste recovery, organic and yard waste and education and
policy development; advises subordinates on resoling recycling problems; supervises the preparation of special
reports, evaluates unit progress and recommends changes in procedures.
- Identifies, monitors and directs all aspects of work associated with residential, organic, yard and
commercial waste recycling along with current disposition and recovery systems both in place and available;
develops a promotions campaign designed to increase solid waste recycling.
- Conducts research to determine and evaluate the effectiveness of the recycling program; determines
feasibility of applying new techniques to the City's recycling program; recommends improvements and
alternatives based on previous research; monitors current disposition and recovery systems in use; provides
technical assistance to waste management, business and community representatives seeking information to
reduce solid waste disposal through recycling; conducts meetings to discuss new technology in recycling.
- Serves as liaison, representing the program as assigned; answers inquiries and may serve on various
committees and boards; develops training projects, demonstrations, and tours designed to encourage public
participation.
- Attends staff and public meetings and conferences; prepares, coordinates and delivers presentations at
recycling conferences; prepares articles for publication; establishes and maintains close working relationships
with private and governmental agencies to coordinate new and ongoing recycling projects; develops studies,
reports, policy and educational recommendations as appropriate.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the principles and practices used in solid waste recycling, specifically organic waste composting, and
commercial and residential waste recovery systems.
- public relations techniques necessary for promoting a recycling program.
- analytical techniques required to evaluate and improve existing recycling systems and to develop new
systems.

- city ordinances and regulations governing sanitation principles and practices.

waste recycling programs.

community and business needs.

and leaders of neighborhood and business organizations.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the
minimum training and experience standards which will be used to admit or reject applicants for tests.
Applications submitted by candidates for this class will be reviewed based on training and experience
requirements as approved on 7/87.)
- Completion of a bachelor's degree program at an accredited college or university with major course
work in environmental, civil, or sanitary engineering, urban or environmental studies, regional planning, or
environmental science.
- Three years of administrative or technical experience in solid waste recycling, sludge management, or
a related program.
Or any equivalent combination of training and experience determined to be acceptable by the Personnel
Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a
position in this class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Recycling Project Supervisor.
