RECYCLING PROGRAM SPECIALIST 2
GENERAL DEFINITION
This is recycling program work at the full performance level involving a variety of duties necessary to the proper functioning and operation of services provided in a citywide or airport recycling program. Work at this level is distinguished from lower levels by the degree of independence exercised in the recycling work performed, the level of involvement in those functions and the ability to resolve problems and reach technical decisions. Employees in this class are responsible for obtaining facts, conducting research, making analyses and preparing evaluations and recommendations concerning ongoing and developmental recycling programs. Attendance and presentations at evening meetings and weekend recycling and community activities may be required as part of the regular work. Work includes performance of periodic light physical tasks and is performed under the direction of a technical superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- Positions must be responsible for evaluating and recommending recycling program initiatives at the full performance level.
- Positions must be located in the Streets Department or Philadelphia International Airport.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Conducts research to evaluate the effectiveness of recycling programs; determines the feasibility of introducing new techniques into the City's recycling program; identifies, characterizes and monitors residential and commercial waste composition, along with current disposition and recovery systems both in place and available, establishes and promotes working models of residential and commercial recycling projects for replication; conducts studies to determine the effect of new recycling projects on City recycling activities in progress; provides technical assistance to the business community, waste management and recovery businesses and citizens seeking to reduce solid waste disposal through recycling.
- Identifies, characterizes and monitors collected yard waste and other organic elements, determining current disposition and recovery systems in place and available; develops neighborhood strategies for collection of organic waste products, incorporating on-site composting systems.
- Works with appropriate members of staff to plan, develop and perform research on various projects; serves as liaison representing the program as assigned; participates in recycling planning and problem solving; attends staff and public meetings and conferences.
- Establishes and maintains close working relationships with private and governmental agencies to provide and receive technical assistance and to coordinate new and ongoing recycling projects.
- Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the methods and techniques of organizing individuals, neighborhood groups and business concerns for the purpose of the recycling program /li>
- the principles, practices, methods and current developments in the field of solid waste recycling
- the techniques of public speaking
- English usage, grammar, punctuation and spelling
- analytical techniques required to evaluate and improve existing recycling systems and to develop new systems
- the public health aspects of solid waste recycling<

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 07/03.)
EDUCATION
- Completion of a bachelor's degree program at an accredited college or university with major course work in environmental, civil or sanitary engineering, urban or environmental studies, regional planning or environmental science.
AND
GENERAL EXPERIENCE
- One year of experience in solid waste recycling sludge management or a related program.
AND
SPECIFIC EXPERIENCE
- One year of intermediate level recycling work experience, performing a variety of duties in a citywide or airport recycling program.
OR
Any equivalent combination of training and specific experience which has been determined to be acceptable by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Recycling Program Specialist 2.
