RECYCLING PROGRAM SPECIALIST 1
GENERAL DEFINITION
This is recycling program work at the intermediate level performing a variety of duties necessary to the proper functioning and operation of services provided in a citywide or airport recycling program. Work assignments expand in complexity and scope as the employee gains experience. Employees in this class are responsible for collecting data, making studies, enlisting community participation, performing routine operations, and evaluating on-going recycling activities related to the City's recycling initiatives. Attendance and presentations at evening meetings and weekend recycling and community activities may be required as part of the regular work. Work includes performance of periodic light physical tasks and is performed under the supervision and guidance of a technical superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- Positions in this class must be responsible for planning, implementation, managing, and evaluating of large scale recycling projects.
- Positions in this class must be located in the Streets Department or the Philadelphia International Airport.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Performs orientation and training demonstrations and presentations on recycling project planning and implementation for individuals, groups and organizations; attends public meetings and conferences in regard to recycling solid waste and garbage; develops or gathers information benefiting individual recycling initiatives, and makes recommendations to superiors on methods to increase participation in recycling programs.
- Prepares reports on weekly recycling activities occurring within the private and community sectors; collects tonnage information as required to assess the effectiveness of ongoing recycling operations; participates in planning and problem solving processes related to program activities; serves on various committees and boards, as assigned.
- Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
- methods and techniques of organizing individuals, neighborhood groups and business concerns for the purpose of the recycling program.
- the principles, practices, methods and current developments in the field of solid waste recycling.
- analytical techniques required to evaluate and improve existing recycling systems and to develop new systems.
- the techniques of public speaking.
- English usage, grammar, punctuation and spelling.
- the public health aspects of solid waste recycling.
ABILITY TO:
- interpret research findings and carry out program planning.
- prepare and write informational materials.
- prepare comprehensive reports.
- present ideas effectively both orally and in writing.
- evaluate program quality and effectiveness and prepare recommendations.
- establish and maintain effective working relationships with associates, officials of various agencies and leaders of neighborhood and business organizations.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 7/03.)
EDUCATION
- Completion of a bachelor's degree program at an accredited college or university with major course work in environmental, civil or sanitary engineering, urban or environmental studies, regional planning or environmental science.
AND
EXPERIENCE
- One year of trainee level experience in solid waste recycling, sludge management or a related program.
OR
Any equivalent combination of education and specific experience which is considered to be acceptable by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Recycling Program Specialist 1.
