GEOGRAPHIC INFORMATION SYSTEMS MANAGER
GENERAL DEFINITION
This is specialized geographic information systems work with responsibility for direction of the planning, design, maintenance, budget, consultant management and production of departmental or major division geographic data and graphics by means of the City's integrated computerized geographic information system. An employee in this class directs the activities of subordinate GIS specialists and technicians engaged in creating and editing geographic data bases and generating resultant map and other relevant geographic information for departmental analysis, management, publication and presentation needs. The employee is responsible for developing access to spatial and tabular data including the writing of AML's necessary to meet the geographic, analysis, and management needs of a City department or agency. Conferring with departmental managers to ascertain their geographic information needs is a significant aspect of the work. Work includes responsibility for managing the production of maps, publications, graphics, and presentation material. Work is performed under the general direction of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- The position must be responsible for directing the activities of a staff of subordinate Geographic Information Systems Specialists and Geographic Information Systems Technicians in the design, maintenance, and production of geographic data and graphics through an automated geographic information system.
- The position must be responsible for addressing the geographic data needs of a City department or agency or major division within a major department.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Directs a staff of subordinate specialists/analysts and technicians engaged in the design, maintenance, and production of geographic data and graphics utilizing a computerized Geographic Information System for the purpose of geographic planning and analysis work.
- Plans, assigns and prioritizes work assignments in accordance with departmental or agency objectives; monitors production standards and capabilities and ensures the maintenance of adequate quality and quantity of work; develops and organizes in-service training programs designed to familiarize subordinates with new and updated geographic information systems techniques and methods.
- Meets with departmental administrative and managerial personnel to ascertain their geographic data needs and to develop staff objectives; elicits feedback from departmental personnel on production quality and adequacy in addressing agency objectives and standards; establishes plans and coordinates activities; meets with other departmental Geographic Information System Managers to assure projects are performed in accordance with the City's GIS goals and objectives.
- Determines and develops the design, type, and content of geographic data bases on the system in the production of such geographic data as area land use, zoning, and property and street layout, as well as the specific physical and economics aspects of areas; determines the methods and procedures for geographic analysis utilizing ARC/INFO and ARC/VIEW software.
- Directs data base management activities, ensuring proper information storage, database design, and data structure; develops appropriate AML's necessary to expedite operations; manages the on-going and proper operation of the system; evaluates system problems and attempts to formulate solutions; confers with data processing personnel on system improvements and on complex system problems; researches new and improved G.I.S. software and hardware for system improvements; recommends system improvements to superiors.
- Selects cartographic reference materials, such as photographs, government maps, and related data, for use in map production; develops systems of land use classifications for mapping purposes; directs the updating of agency maps; interprets cartographic data to determine land use, elevation, and general relationships of existing physical features.
- Estimates time and resources needed to perform geographic information systems projects; prepares preliminary budget recommendations for the unit; keeps current on new and innovative geographic information systems methods, techniques and procedures; plans and implements new methods, techniques and procedures; plans and implements new methods, techniques, and procedures to increase unit production capabilities.
- Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the use of computer hardware and the operation of Geographic Information System software
- the methods, techniques and procedures utilized in the planning, design, maintenance, and production of geographic data and graphics through a computerized Geographic Information System
- the principles, practices and techniques utilized in the establishment of geographic databases on a geographic information system
- the common sources of data and reference material used for the establishment and updating of geographic data bases on a geographic information system

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 8/04.)
EDUCATION
- Completion of a bachelor's degree program at an accredited college or university with major course work in geography, urban planning, or geographic information systems, computer science, management information systems or a related degree.
AND
GENERAL EXPERIENCE
- Two years of Geographic Information Systems experience at the full performance level designing, maintaining, and producing geographic data and graphics which has included the use of ARC/INFO software.
AND
SPECIFIC EXPERIENCE
- One year of the above mentioned experience at the Geographic Information Systems Specialist 3 level.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department, which has included the completion of a bachelor's degree and the specific experience described above.
NOTE:
Completion of a master's degree program at an accredited college or university with major course work in geography, urban planning, geographic information systems, computer science, management information systems, or other related degree can equate for one year of the general experience requirement.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
