GEOGRAPHIC INFORMATION SYSTEMS SPECIALIST 2
GENERAL DEFINITION
This is specialized geographic information systems work at the full performance level designing, maintaining, and producing geographic data and graphics. An employee in this class creates and edits geographic data bases using ARC/INFO software and generates resultant mapping and other relevant geographic information and performs related spatial analysis, data query and display, and data base management. Working closely with departmental personnel to address their geographic information needs is a significant aspect of the work.
Work is performed under the direction of a technical or administrative superior.
ALLOCATING FACTORS:
(The following conditions must be met for a position to be approved for this class.)
- The position must be responsible for designing, maintaining, and producing geographic data and graphics through an automated geographic information system.
- The position must be responsible for the compilation, updating and maintenance of geographic databases on an ARC/INFO geographic information system.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Designs, maintains, and produces geographic data and graphics utilizing an automated geographic information system for the purpose of geographic planning and analysis work; develops geographic data bases on the system in the production of such geographic data as area land use, zoning, and property and street layout, as well as specific physical and economic aspects of geographic areas.
- Works with departmental GIS personnel in assessing their geographic data needs; evaluates the feasibility of meeting the specific needs of departmental personnel; makes recommendations for the most optimum means of addressing the department's automated geographic data requirements; coordinates the provision of services in accordance with departmental objectives.
- Manages the system database, ensuring proper information storage, database design, and data structure; monitors system performance; performs first echelon maintenance to correct system problems; confers with data processing personnel to discuss avenues of improvements to the system.
- Utilizes cartographic and other geographic reference materials such as maps and related data for use in map production; compiles and updates mapping data; interprets cartographic data to determine land use, elevation, and general relationship of existing physical features.
- Utilizes and operates geographic information system software and hardware to design, maintain, and produce geographic data and graphics; reviews the adequacy and quality of geographic information system operation; makes recommendations on specific types of improvements to existing hardware and software.
- Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the use and operation of geographic information system hardware and ARC/INFO software
- the methods, techniques, and procedures utilized in the planning, design, maintenance, and production of geographic data and graphics through an automated geographic information system
- the principles, practices, and techniques utilized in the establishment of geographic data bases on a geographic information system
- the common sources of data and reference material used for the establishment and updating of geographic data bases on a geographic information system
- the principles, practices, and methods used in geographic data analysis
- Arch/Info geographic information system application software and program language
ABILITY TO:
- communicate effectively, both orally and in writing
- establish and maintain effective working relationships with subordinates
- direct the activities of subordinate technicians
- apply geographic principles and practices to the maintenance of a geographic information data base
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 9/02.)
EDUCATION
- Completion of a bachelor's degree program at an accredited college or university.
AND
GENERAL EXPERIENCE
- One year of trainee-level experience designing, maintaining, and producing geographic data and graphics utilizing an automated geographic information system including maintenance of the system data base using GIS system software.
AND
SPECIFIC EXPERIENCE
- One year of intermediate-level experience designing, maintaining, and producing geographic data an graphics utilizing an automated geographic information system including maintenance of the system data base using GIS system software.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department, which has included completion of a bachelor's degree and specific experience described above.
NOTE:
Completion of a master's degree program at an accredited college or university with major coursework in geography, urban planning, geographic information systems or a related field can equate for the general experience requirement.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
