DEPUTY PLANNING DIRECTOR
GENERAL DEFINITION
This is city planning work at the deputy executive director level. The employee in this class is responsible for all of the major functional areas of city planning by working as the departmental liaison with the mayor's office of strategic planning, discussing planning perspectives and issues with the mayor, members of the mayor's cabinet and members of city council. Working with internal and external government, civic, non-profit organizations, and other groups and individuals to promote and maintain development and planning programs in the city is a significant aspect of the work. Work is performed under the guidance of the Executive Director or Secretary for Strategic Planning.

- Only one position is allocated to this class
- Employee must perform the work for the City Planning Commission.
- This position supervises all subordinate division directors
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans, directs and coordinates all of the major functional planning areas; assigns goals and projects to division heads, discusses choice of procedures and methods and reviews work upon completion for technical adequacy and overall conformance with broad planning objectives and city policies.
- Confers with city officials, members of City Council, federal and state agencies and others concerning the need for funds, coordination and cooperation in implementing plans and the acceptance of programs; conducts negotiation with city, state, federal, and non-governmental agencies.
- Promotes city development and investment opportunities to potential investors, and other individuals; assists agencies and organizations in acquiring funds for planning studies; makes geographic recommendations for development; formulates agency's position on development and planning issues; may write or review grant proposals; assists small interests groups with project management for planning studies.
- Confers with private individuals and civic organizations desiring information regarding city planning and trends in the development and growth of the city; confers with city officials and other interested persons regarding future plans.
- Attends meetings and speaks before civic and professional organizations to explain programs and promote investment and development in the city.
- Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the principles and practices of city planning
- those phases of economics, municipal finance, sociology, architecture and zoning which apply to city planning and urban development
- the organization and functions of municipal government
- legal concepts of legislation basic to planning
- the organization and function of municipal and other agencies active in the field of planning
- city planning problems across specialties
- the theories and methods of planning
ABILITY TO:

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 7/03.)
EDUCATION
- Completion of a master's degree program at an accredited college or university with major coursework in city or regional planning, architecture, landscape architecture, urban design, urban studies, public administration / political science, or a related field, or completion of a law degree.
AND
EXPERIENCE
- Six years of technical city planning experience, two years of which shall have been in a supervisory city planning capacity, and one year of which shall have been in directing a major phase of a comprehensive planning program.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included the completion of a master's degree program and the specific experience.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
