FACILITY PLANNING DIRECTOR
GENERAL DEFINITION
This is specialized architectural work administering and managing the City's facilities and
space planning function. The employee in this class is responsible for reviewing and evaluating
facility space requirements for all City departments and agencies, developing long range master
space utilization plans, and maintaining and updating space allocation records. Work involves
directing a staff of architectural and technical personnel and design consultants, developing
construction and relocation budgets and determining facility space planning standards and
procedures. Extensive interaction with cabinet officers, City departmental commissioners,
administrators, and elected officials on facility requirements and relocation plans is a significant
aspect of the work. Work is performed under the general direction of the Commissioner of
Public Property.
ALLOCATING FACTORS: (The following conditions must be met for a position to be
approved for this class.)
- This is a one position class in the Department of Public Property.
- The position must manage architects, technical staff and professional consultants.
- The position is responsible for a City-wide facilities and space planning function.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Approves departmental requests for facilities use and space allocation; analyzes
departmental space needs, including provisions for computer and communication systems, space
availability and relocation costs; discusses with departmental representatives and other requestors
specific space allocations and plans; directs architectural and technical staff in the preparation
of plans and documents and makes final decisions on major technical matters; determines the
need for and approves the work of design consultants and contracted construction firms;
approves the selection of furniture, office equipment, construction materials and finishes.
- Develops procedures and space allocation standards for facility use and advises superiors
in the development of related policies; develops cost figures and their data for inclusion in
budget proposals; administers space usage and makes recommendations to the Real Estate
Division relative to the leasing of office space.
- Directs the development and maintenance of a facility and space use master plan;
recommends the relocation and consolidation of City departments and agencies to increase
operational efficiency, provide better overall physical facilities and reduce real estate budgets
and operational costs.
- Administers and directs other major architectural design projects as assigned by the
commissioner; provides professional seal on architectural documents as required by local, state
and federal agencies.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the principles of architectural design and facility space planning.
- the principles, practices and techniques of architecture as applied to the preparation of
drawings, specifications and cost estimates.

- the sources of architectural information and current developments in the field of facility
planning.

- oversee the inspection of construction of assigned projects for adherence to architectural
standards and construction documents.
- negotiate with union representatives for the distribution of design, construction and
related work to be performed by City personnel and private contractors.
- establish and maintain effective working relationships with associates, consultants,
contractors, and officials of unions, government agencies and departments.
- prepare and deliver facility design presentations to City departments and community
organizations.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 1/93.)
EDUCATION
- Completion of a bachelor's degree program at an accredited college or university with
major course work in architecture.
AND
GENERAL EXPERIENCE
- Five years of architectural experience, two years of which have been as a registered
professional architect.
AND
SPECIFIC EXPERIENCE
- Four years of architectural experience at or above the full performance level which has
included professional architectural registration and responsibility for managing the facility
planning and space allocation function for a large commercial enterprise, corporation, design
consultant, or government agency of considerable complexity involving over 100,000 square feet
in size.
Or any equivalent combination of education and experience determined to be acceptable
by the Personnel Department that has included the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions
required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Registration as a Professional Architect as issued by the Pennsylvania State Board of Examiners of Architects prior to appointment and during tenure of employment as a Facility Planning Director.
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment in the class.
