GENERAL DEFINITION

This is administrative engineering work directing either the capital program or design functions for the Water Department's capital improvement and expansion programs, or the construction and inspection activities for the Water Department's plants, facilities and structures. An employee in this class directs a large staff of engineering, technical, and inspectional staff through subordinate engineering supervisors in one of the areas of specialization. Contact with city, state and federal government officials, contractors, consultants, architects, and other department officials to resolve construction problems and to ensure compliance with government regulations is an important aspect of the work. Work is performed under the general direction of an administrative manager.

ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)

  1. An employee in this class must direct, through subordinate supervisors, all capital program, design or construction activities for the Water Department.
  2. The positions in this class must be located in the Water Department.
  3. Only one position for each specialty will be allocated to this class.
