WATER ENGINEERING PROJECTS MANAGER

• Plans, directs and administers, through subordinate engineering supervisors and technical staff, the capital program, including the advertising, bidding and awarding of all Water Department street and plant capital contracts.
• Directs the One Call utility marking program.
• Manages, through supervisory staff the Water Department’s Geographical Information System; manages maintenance of water and sewer infrastructure records.

• Plans, directs and coordinates, through subordinate engineering and architectural supervisors, the work of a large staff of engineers, technicians, architects and outside consultants engaged in the design aspects of capital improvement and rehabilitation projects, including the water pollution control abatement program.
• Directs the planning and design of civil, electrical, mechanical, structural and architectural projects, including the preparation of plans and specifications and supplemental contract documents for water utility capital projects.

• Plans, directs and coordinates, through engineering supervisors, the work of a large staff engaged in either the inspection of all renovation and construction activities at the City's three water pollution control plants or the construction inspection function for all other water department facilities and structures.
• Reviews original design plans and specifications and recommends revisions to insure construction feasibility; recommends, reviews and/or approves design modifications required as a result of field conditions; ensures that those modifications conform to project concept.
• Coordinates inspection work so that projects meet time schedules and conform to construction standards and cost estimates; certifies payment requisitions; approves change orders.
• Directs the inspection and testing of civil, electrical, mechanical and structural elements of water utility capital projects.
• Confers with representatives of regulatory agencies to arrange inspection of construction projects and to insure compliance with government regulations.
• Directs the preparation of application for federal and state government funding of projects; presents testimony and evidence in support of application; prepares reports of progress of construction projects.

EDUCATION

• Completion of a bachelor's degree program at an accredited college or university, with major course work in engineering or architecture.

GENERAL EXPERIENCE

• Five years of engineering or architectural experience.
AND


SPECIFIC EXPERIENCE

• Two years of supervisory engineering or architectural experience in a capital program, water utility design or construction function, one year of which shall have been at the second supervisory level, directing through subordinate engineering supervisors, the activities of the capital program or the construction and inspection activities of a water utility construction squad or the activities of a water utility design squad.

PHYSICAL AND MEDICAL REQUIREMENTS

• Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

• Registration as a Professional Engineer issued by the Pennsylvania State Board of Registration of Professional Engineers, if required by work assignment, or as a Professional Architect with the Pennsylvania State Board of Examiners of Architects, if required by work assignment, upon appointment and during tenure of employment as a Water Engineering Projects Manager.
• Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to and during tenure of employment in this class, if required by work assignment.
