WATER PLANT MANAGER
GENERAL
DEFINITION
This is administrative sanitary engineering work directing a major treatment program for the City's water utility.
Employees in this class direct, through subordinate engineering and technical supervisors, the operations of either the
water treatment plant systems, water pollution control plant systems, or the biosolids management program. Work
includes responsibility for directing a comprehensive maintenance program for plant facilities and for insuring that
treatment processes comply with legal and environmental standards. Providing safe and cost-effective services to the
public, coordinating plant activities with other departmental programs and establishing effective working relationships
with external governmental and regulatory agencies are significant aspects of the work. Work is performed under the
general direction of a Water Engineering Assistant Manager.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- Employees in this class must perform administrative sanitary engineering work, directing the operations of either
the City's water treatment plant systems, water pollution control plant systems, or biosolids management program.
- The positions in this class must be located in the Water Department.
TYPICAL EXAMPLES OF WORK

- Plans, directs and coordinates, through subordinate engineering and technical supervisors, the activities of a multi-
disciplined staff engaged in the operations of the City's water treatment, water pollution control facilities, or the
processing and utilization of all biosolids produced by the water pollution control treatment processes; develops goals and
objectives for plant/program operations; develops performance standards for plant personnel; analyzes and revises plant
activities; reviews goals and objectives formulated by subordinate supervisors; reviews reports prepared by subordinate
supervisors.
- Meets with equipment sales representatives and contractors bidding on plant construction and equipment
installations; recommends purchase of new types of equipment and machinery; prepares or supervises the preparation of
periodic operating statements.
- Develops, evaluates and makes recommendations for revision of department policy and procedures concerning
biosolids processing procedures and biosolids utilization methods; determines which procedures and methods result in
the most cost effective processing and utilization methods; develops standards to insure that activities comply with legal
regulations and that biosolids products are environmentally safe; participates in and reviews engineering studies on
processing and utilization methods.
- Confers with representatives of governments and community groups where biosolids will be applied to explain
biosolids management programs, policies and specific application methods; confers with representatives of regulatory
agencies to secure permits required for biosolids application; prepares reports required by regulatory agencies; presents
testimony and evidence in court, at public hearings and before interested business and community groups; confers with
consultants to develop strategies to market City biosolids by-products; develops strategies to make biosolids products more
commercially acceptable; revises production schedules to accommodate marketing demands; negotiates agreements with
private contractors to transport biosolids products to application sites; monitors performance of contractors during term
of agreement.
- Directs and/or participates in research projects to evaluate new treatment processes; determines the feasibility of
implementing new methods; makes recommendations regarding changes in plant design or processes; participates in the
formation of divisional policy.
- Prepares program operating budget proposal; reviews operating budget requests prepared by subordinate
supervisors; establishes staffing structure for plants; reviews personnel selection decisions made by subordinate
supervisors; reviews disciplinary decisions.
- Consults with department program and administrative officials to review designs, plans and specifications for new
or additional facilities with the objective of incorporating new and improved methods in existing or proposed installations;
makes recommendations concerning plant expansion and long range development of the facilities.
- Represents the Water Department on regional planning and regulatory commissions; testifies before regulatory
agencies; insures compliance with water and wastewater laws and regulations.
- Performs related work as required.

AND ABILITIES
KNOWLEDGE OF:
- water pollution control, water treatment plant, and biosolids processing operations, processes, facilities and
equipment.

- current federal and state rules, regulations and standards applicable to water and wastewater treatment and
biosolids processing.

MINIMUM ACCEPTABLE TRAINING
AND EXPERIENCE
(The following statement represents the minimum training
and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates
for this class will be reviewed based on training and experience requirements as approved on 1/97.)
EDUCATION
- Completion of a bachelor's degree program at an accredited college or university, with major course work in
sanitary, civil, chemical, electrical or mechanical engineering.
AND
GENERAL EXPERIENCE
- Five years of engineering experience, either in water or wastewater treatment plant operation, water engineering
research and planning, industrial waste control, biosolids management, or the construction or complete renovation of
water or wastewater treatment plants.
AND
SPECIFIC EXPERIENCE
- Two years of experience at the second supervisory level, directing plant operations and maintenance, water or
wastewater treatment plant construction management, biosolids processing and/or biosolids utilization, or a water
resources program.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel
Department and which has included the completion of a bachelor's degree program at an accredited college or university
with major course work in engineering as an educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this
class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of
Pennsylvania prior to appointment and during tenure of employment in this class, if required by work assignment.
