WATER ENGINEERING PLANNING AND RESEARCH MANAGER
GENERAL DEFINITION
This is administrative engineering work directing engineering planning and research
activities for the Water Department. The employee is responsible for directing and conducting
engineering research, feasibility studies and financial planning projects. Provision of technical
support services to other department programs is a significant aspect of the work. The employee
works under the direction of a Water Engineering Assistant.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Directs engineering planning and research projects in such areas as: water and
wastewater quality analysis, operation and process analysis, analysis of the effect of department
expansion on the issuance of bids, and other financial planning; serves as departmental
representative to planning committees concerned with water resources and water quality issues;
testifies before regulatory agencies.
- Develops goals and objectives for the program; develops performance standards for
program personnel; directs the activities of program personnel through subordinate engineering,
scientific and technical, supervisors; analyzes and revises program activities; reviews goals and
objectives formulated by subordinate supervisors; reviews reports, prepared by subordinate
supervisors, on program activities; confers with other program administrators and engineers to
coordinate provision of services; consults with other department program personnel to plan and
review designs and plans for expansion and renovation of existing facilities, construction of new
facilities and the execution of research projects; participates in research projects with private
consultants; reviews results of contracted research studies.
- Prepares operating budget proposals; reviews operating budget requests prepared by
subordinate supervisors; establishes staffing patterns for program; reviews personnel selection
decisions made by subordinate supervisors; reviews disciplinary decisions.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- engineering research practices and techniques as utilized in a water utility.
- sanitary and civil engineering principles and practices.
- administrative principles and practices pertaining to the operation of a large water utility.
- current federal and state rules, regulations, and standards applicable to water and
wastewater treatment, wastewater collection, and water conveyancing.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 10/82.)
- Completion of a bachelor's degree program at an accredited college or university with
major course work in sanitary, civil, chemical, electrical or mechanical engineering.
- Seven years of engineering experience, five years of which shall have been in
water resources engineering research and planning, industrial waste control, sludge management,
or in planning and preliminary design of water or wastewater transport systems, one year of
which shall have been at the second supervisory level in a water utility.
Or any equivalent combination of acceptable education and experience which has included
completion of a bachelor's degree program at an accredited college or university with major
course work in engineering as an educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions
required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to and during tenure of employment in this class, if required by work assignment.
