WATER ENGINEERING ASSISTANT MANAGER
GENERAL DEFINITION
This is administrative and engineering work directing one of the following operations: the
treatment and delivery of water for consumption and fire protection and the operation and maintenance
of the water treatment plants and the water conveyancing system; the collection and treatment of
wastewater and the operation and maintenance of the water pollution control plants and the wastewater
collection system; the engineering planning and research, design, construction, and related engineering
functions for the Water Department. Contact with other responsibility centers, divisions, other City
departments, external governmental agencies, contractors and consultants is an important aspect of the
work. The employee in this class reports to a higher level engineering manager.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans and directs the activities of a large, multi-discipline staff, through subordinate engineering,
scientific, administrative and technical supervisors; establishes goals and objectives; assigns goals and
objectives to specific sections as projects; establishes, reviews and revises policies and procedures;
coordinates the activities of various sections.
- Establishes long and short run objectives for subordinate supervisors; defines responsibility areas
for subordinate supervisors; determines staffing needs and establishes staff structure; provides
administrative direction to units engaged in the performance of complex engineering projects, reviews
reports prepared by subordinate supervisors; may direct complex engineering projects; initiates research
projects.
- Participates in divisional policy and program formulation; implements division and departmental
policies and programs; interprets and explains policies and programs to subordinates; develops proposals
for capital improvement.
- Confers with representatives of other departmental organizations to coordinate activities; confers
with other engineers to review plans affecting facilities; confers with other City agencies to arrange the
delivery of procurement, enforcement, legal and other services; coordinates activities with the activities
of other City departments and local utilities.
- Represents the Water Department on regional planning and regulatory commissions; testifies
before regulatory agencies; participates in policy formulation for regional planning commissions; insures
compliance with water and wastewater laws and regulations.
- Prepares operating budget proposals; justifies budget requests; reviews budgetary allocations;
negotiates contract terms with consultants; determines staffing needs; reviews personnel selections;
establishes policies affecting employee relations; reviews and revises training and safety programs;
reviews disciplinary actions; negotiates with union representatives.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- administrative principles and practices pertaining to the operation of a large water utility.
- sanitary and civil engineering principles and practices.
- current federal and state rules, regulations, and standards applicable to water and wastewater
treatment, wastewater collection, and water conveyancing.
- management methods and techniques pertaining to the operation of a large water utility.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the
minimum training and experience standards which will be used to admit or reject applicants for tests.
Applications submitted by candidates for this class will be reviewed based on training and experience
requirements as approved on 4/82.)
- Completion of a bachelor's degree program at an accredited college or university, with major
course work in engineering.
- Eight years of engineering experience one year of which shall have been in an administrative
position in a water utility.
Or any equivalent combination of acceptable education and experience which has included the
completion of a bachelor's degree program at an accredited college or university in an acceptable area
of engineering as an educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Registration as a professional engineering issued by the Pennsylvania State Registration Board for Professional Engineers upon appointment and during tenure of employment as Water Engineering Assistant Manager.
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to and during tenure of employment in this class, if required by work assignment.
