DESIGN SPECIALTY
- Plans, directs and coordinates the work of a large staff of engineers, technicians, architects, and outside
consultants engaged in the design of capital improvement and rehabilitation projects including major plant work
and related facilities, electrical, mechanical and related systems, drafting and water and sewer design, and the
water pollution control maintenance program; advises and directs courses of action to be taken toward
resolving complex engineering, architectural, and programming problems arising during projects.
- Coordinates the preparation of designs requiring participation of different squads; sets work priorities;
estimates time required to prepare designs and reviews the progress of designs.
- Participates in the development of design standards for capital improvements; confers with operational
and construction management personnel to ensure proper coordination between operational requirements and
design and construction activity.
- Assigns projects to subordinate in-house engineers or recommends that projects be given to consulting
engineers.
- Participates in the review and evaluation of qualifications of engineering and architectural firms.
BOTH SPECIALTIES
- Participates with other department officials in prioritizing and scheduling capital and operating projects
and insures that they are consistent with sound construction principles and cost effective practices.
- Participates in the development of construction standards and procedures for capital improvements;
confers with operational and design management personnel to insure proper coordination between operational
requirements and design, construction and research activity.
- Participates in divisional policy and construction program formulation; implements division and
departmental policies and programs; interprets and explains policies and programs to subordinates.
- Confers with representatives of other departmental organizations, other utilities, and officials of City,
State, and Federal agencies to discuss and resolve conflicts arising on various projects.
- Reviews and provides training programs for new employees; initiates and reviews disciplinary actions
and recommends corrective measures.
- Performs related work as required.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE

EDUCATION
- Completion of a bachelor's degree program at an accredited college or university with major course
work in engineering or architecture.
AND
GENERAL EXPERIENCE
- Five years of engineering or architectural experience in a water utility planning, design, or construction
function.
AND
SPECIFIC EXPERIENCE
CONSTRUCTION SPECIALTY
- One year of experience at the second supervisory level directing the activities of a staff of engineers
engaged in the construction activities for major water treatment or water pollution control construction projects.
DESIGN SPECIALTY
- One year of experience at the second supervisory level directing the activities of a water utility design
squad.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a
position in this class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
- Registration as a professional engineer issued by the Pennsylvania State of Registration Board of
Professional Engineers, if required by work assignment, or as a Professional Architect with the Pennsylvania
State Board of Examiners of Architects, if required by work assignment, upon appointment and during tenure
of employment as a Water Engineering Assistant Manager.
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of
Pennsylvania, if required by work assignment.
