WATER TRANSPORT ENGINEER II
GENERAL DEFINITION
This is hydraulic engineering work supervising, through a subordinate engineering
supervisor, the provision of engineering and technical support services for either of the City's
wastewater collection or water conveyance programs. This class is differentiated from other
classes by the responsibility for directing engineering and technical support services for a water
conveyance or wastewater collection program. Provision of services to the public, coordination
of activities with other department programs and contact with external governmental agencies
are significant aspects of the work. An employee in this class works under the direction of a
Chief Water Transport Operations Engineer.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Supervises, through a subordinate supervisor, the activities of engineering and technical
personnel; develops the goals and objectives for subordinate supervisors and the program area
of responsibility; determines the feasibility of implementing new and alternative methods and
processes; directs and/or participates in administrative and financial analyses of department
operations; participates in the formation of departmental policy regarding the program; reviews
reports prepared by subordinate supervisors on section activities; tours facilities to review
subordinates' performance; provides engineering guidance.
- Prepares operating budget for area of responsibility; assigns work projects to subordinate
supervisors; selects subordinate personnel; initiates and reviews disciplinary action; develops
computer system design as it relates to water station operation control and data collection;
conducts, directs or recommends special studies and/or tests to improve, modify or adjust system
efficiency and/or economy.
- Interfaces with departmental engineers, utilities, consultants, contractors and federal
representatives on management and technical areas; coordinates the activities of maintenance
personnel and other departmental staff with program activities during the expansion and
renovation of program facilities, prepares reports for supervisory review.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the theories, principles and practices of hydraulic engineering
as applied to water or wastewater transport.
- the design, facilities, related structures and equipment of the
water conveyance or wastewater collection systems.

applicable to water transport systems.

applicable to the operation of water transport systems.

- conduct and direct engineering research.

consultants, government and regulatory agencies and the general public.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 11/85.)
- Completion of a bachelor's degree program at an accredited college or university with
major course work in civil, sanitary, chemical, electrical or mechanical engineering.
- Five years of engineering experience, three years of which shall have been in wastewater
collection, water conveyance or hydraulic designs; one year of which shall have been at the
supervisory level in one of these areas.
Or any equivalent combination of education and experience which has included the
completion of a bachelor's degree program at an accredited college or university in an acceptable
area of engineering as an educational minimum and which has been determined to be acceptable
by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions
required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment in this class if required by work assignment.
