TRAFFIC DISTRICT ENGINEER

This is specialized civil engineering work, analyzing and maintaining traffic patterns and operations for an assigned district. Employees in this class are responsible for overseeing the collection, analysis and validation of a wide range of traffic engineering data, remedying existing and potential traffic flow problems and providing direction to design engineers on traffic engineering projects. Work includes reviewing construction plans and specifications, performing engineering calculations and assessing field conditions to determine the need for modifications. Reviewing the work of lower-level technical employees and private contractors for adherence to standards used in maintaining and repairing streets, traffic signals and signs is a significant aspect of the work. Work is performed under the direction of a higher level Traffic Engineer.

1. Positions must be located in the Streets Department.
2. Only one position will be allocated to each traffic district.
3. Employees must be responsible for an assigned district's traffic operation and safety program.

• Reviews specifications, cost estimates, reports, engineering computations and related engineering work as it pertains to underground utility clearance, parking lots, street construction, reconstruction and maintenance as it pertains to traffic signals and other signage; modifies proposed drawings and engineering designs.
• Plans, assigns and reviews the work of traffic investigators and engineering aides responsible for the inspection of streets and intersections and data collection; reviews the work of private contractors and street crews responsible for maintenance and installation work regarding traffic control devices of city streets in an assigned highway district; determines need for and provides specialized training for employees.
• Maintains all traffic flow, controls and operations within an assigned district; oversees preventative maintenance program and other programs involving street cleaning, air quality, snow emergencies, intersection conversion and traffic circulation.
• Serves as a liaison; attends community meetings to represent the City; responds to complaints; communicates and provides explanations pertaining to problems, plans, data, results, terms, conditions and policies; corresponds with City Council and members of the community relaying and adapting technical information to a level appropriate for the audience; explains the application of laws and regulations pertaining to actions; appears as an expert witness in court cases.
• Investigates existing and potential problem areas, streets and intersections contributing to automobile collisions; gathers and collects information from police reports, performs visual checks of street noting conditions; draws sketches and diagrams; performs calculations using engineering formulas; obtains and alters maps utilizing specialized geographic software; creates and approves work orders for the purpose of rectifying problems in those areas.
• Makes recommendations regarding proposed federally funded projects and yearly budget.
• Investigates and keeps abreast of emerging technologies and other technological advances in the areas of traffic control and traffic engineering, street repair and reconstruction by reading engineering magazines and journals and attending seminars.
• May plan, assign and review the work of a small clerical staff engaged in the maintenance of district records and reports.
• Provides engineering guidance to in-house and consultant design engineers.
• Performs related work as required.

KNOWLEDGE OF:

EDUCATION
• Completion of a Bachelor's Degree program at an accredited college or university with major coursework in civil or electrical engineering.
AND
GENERAL EXPERIENCE
• Three years of engineering experience in the area of civil or electrical engineering.
AND
SPECIFIC EXPERIENCE
• Two years of traffic engineering experience at or above the full performance level.

OR

Any equivalent combination of acceptable education and experience which has included completion of a bachelor's degree in engineering and the Specific Experience.

• Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
