INDUSTRIAL WASTE CONTROL SUPERVISOR
GENERAL DEFINITION
This is environmental inspection and compliance work at the supervisory level directing a wide range of toxic
pollutant control activities. Employees direct a staff of technical specialists and participate in the enforcement
of federal and local pretreatment regulations as they apply to industrial waste discharges into the City's sewer
system, exposure to toxic substances in the workplace environment and groundwater pollution related to the
storage of hazardous substances and fuels. Significant to the work is the technical expertise the employee
renders when responding with police, fire or state and federal officials to an emergency situation that involves
hazardous materials. Work may involve exposure to hazardous substances and manufacturing operations. The
employee is supervised by an engineering superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
- The position must supervise a staff of Industrial Waste Control Technicians.
- Work must be performed within the Water Department.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Supervises subordinates in the administration of federal and local pretreatment programs to protect the
City's water distribution and wastewater treatment systems; directs the tracing of hazardous or toxic substances
to their points of origin; inspects industrial facilities, drainage systems, and other spill sites where potentially
hazardous or toxic materials are located; samples, handles and conveys these materials to department
laboratories or safe storage sites; initiates remedial action to control and contain hazardous or toxic materials;
determines and recommends measures to contain, clean-up, or correct, or prevent further, spills or discharges;
oversees contracted clean-up or waste removal operations; notifies violators of leakages or spills and estimates
the cost of clean-up operations and repair of damages to City equipment and facilities; determines penalties for
violations, negotiates with violators to assume clean-up and repair costs for payment of penalties and corrective
action; acts as designated representative of the Environmental Protection Agency during the clean-up of
pollutant materials ordered by the EPA.
- Provides technical expertise to PCB and transformer fires with the Fire Department; inspects the sites
of fires and the resultant runoff; evaluates to determine the impact on creeks and rivers; evaluates plant
processes and chemicals used in assessing that effect; performs routine inspections of Water Department sites
and transformers contaminated with PCBs; writes specifications for retrofit and disposal of contaminated
transformers.
- Directs subordinate technicians in the monitoring of streams, rivers and the City's storm system in the
detection of hazardous waste pollutants from industrial and commercial sources; identifies all instances of
regulatory non-compliance with pretreatment laws; negotiates and monitors compliance schedules; testifies in
court concerning criminal and civil cases involving violation of pollutant statutes.
- Administers the Water Department's hazardous waste and asbestos removal program; oversees the
cleaning of sites and all contracted asbestos removal at facilities throughout the department; administers the
asbestos inventory of Water Department buildings and the taking of samples sent to materials testing; develops
contract specifications to be developed and bid; inspects the final work and files reports with the EPA air
management and the Department of Labor and Industry; prepares an overview of the asbestos program for
departmental executive staff.
- Manages the compliance of underground storage tanks containing fuel, oil, and hazardous chemicals for
compliance with Federal, State, Local and department regulations; directs recordkeeping systems and
maintenance records to comply with existing laws.
- Interprets and manages the data for pretreatment, surcharge, township billing and the stormwater
pollutant abatement program; directs and sets up data bases, formats reports and transfers data using personal
computers, lap top computers, and fax links.
- Directs the application of complex and sophisticated monitoring and on-line process type of analytical
equipment at local industries and the department work environment; directs and participates in the calibration
and maintenance of such equipment; arranges for electronic transfers of data in alarm situations.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- federal, state and local regulations as they apply to the control of toxic substance in the environment.
- sanitary engineering principles and practices as they apply to wastewater control.
- the regulations, ordinances, codes and plumbing practices as they apply to industrial and domestic
wastewater control.
- the means of installation and the operation and maintenance of sampling and monitoring equipment
including gas chromatography used in industrial wastewater control.
- the safety measures and precautions to be used while working around toxic and flammable substances.
- the techniques and practices used in controlling and removing spills of pollutant materials.
- manufacturing operations and abatement methods used to control process water and chemical discharges.
- mathematics such as algebra, trigonometry, geometry and calculus commonly used in sanitary
engineering applications.
- the practices related to the transport, storage, preheating and bi-product discharges of fuel and hazardous
substances.
- personal computers and spread sheets.
SKILL IN:
- negotiating with commercial and industrial representatives to bring about compliance with City and EPA
pollution control regulations.
ABILITY TO:
- supervise a staff of technicians.
- read and interpret plans, blueprints, maps and written regulations.
- recognize deviations from regulations, ordinances and codes for industrial wastewater control.
- explain violations and the means to achieve compliance.
- communicate effectively both orally and in writing.

tives and suburban officials.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE

minimum training and experience standards which will be used to admit or reject applicants for tests.

EDUCATION
- Completion of a bachelor's degree at an accredited college or university with major course work in
environmental or biological science, chemistry, biology, chemical, environmental, civil or sanitary
engineering or engineering technology.
AND
GENERAL EXPERIENCE
- Two years inspecting industrial sites for conformance to water pollution control and abatement
regulations.
AND
SPECIFIC EXPERIENCE
- One year of the above experience at the full performance level.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel
Department which has included the specific experience listed above as a minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a
position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Industrial Waste Control Supervisor.
