AIRPORT OPERATIONS MANAGER

This is managerial airport operations work directing airfield, landside, terminal and noise programs for a large hub international airport complex through subordinate supervisors. The employee is responsible for insuring airport security and for directing response to airport emergencies. Contacts with other airport administrators, airlines officials, and the public are of major significance to the work. Ensuring compliance with FAA regulations regarding airport operations and all other activities related to the welfare of passengers, airlines, tenants and the general public are significant aspects of the work. Work is performed under the general direction of the Deputy Director of Aviation for Operations and Maintenance.

• Plans, organizes and directs, through subordinate supervisors, the work of a large staff of employees engaged in operating the City's airports, the airport operation and communication centers, domestic and international terminal facilities, ground transportation network, and the inspection of buildings, pavements and ground; directs the purchase, maintenance and repair of the Airport's motor vehicle and equipment fleet; implements and insures compliance with federal regulations pertaining to Airport safety, certification and security; conducts inspection tours of airport facilities to determine if established operational standards are being followed; reviews construction projects to insure that airports remain operational during construction periods; approves requisitions and maintains work and vacation schedules.
• Manage subordinate supervisors involved in daily airfield, terminal, landside and noise programs; contract administration involving direct customer contact including parking operations, ground transportation activities, airport bus service, noise abatement and wildlife habitat management.
• Responsible for developing and preparing airport emergency plans and procedures; 24 hour emergency response and plan implementation; serves as primary incident commander for Division of Aviation and liaison to other city, state and federal emergency response agencies. Ensure compliance with all applicable federal, state and local regulations pertaining to airport operations; develop, review, implement and enforce policies and procedures dealing with all aspects of airport operations.
• Direct overall airport snow removal and ice control operations to achieve maximum facility efficiency and safety.
• Studies plans for the development of new and expanded aviation facilities to determine their effect on the various airport operations and formulates proposals to effect organizational changes designed to maintain levels of efficiency and service throughout the airport system; develops recommendations regarding the use and occupancy of airport facilities.
• Confers with engineering administrators and other airport officials to define future needs and to schedule the implementation of changes in operational procedures; works with airport financial staff to plan costs of services to tenants and concessionaires in keeping with long-range financial forecasts; participates in developing budget estimates for airport operations expenditures and evaluates performance in relationship to such plans.
• Prepares standard and emergency operational procedures; confers with police, crash rescue and airline officials to develop safety and security standards; meets with law enforcement officials to coordinate airport security and with federal and state aviation and highway officials regarding the planning, maintenance, and operations of runways, taxiways and roads; confers with tenants to assure that their activities do not interfere with safe and efficient airport operations.
• Studies new operational procedures, techniques, and equipment; adapts and modifies such procedures and equipment to meet the specific needs and features of the City's municipal airports; attends and participates at conferences; keeps current and new federal and state rulings as they affect the operations of airports; participates in the preparation of justifications for federal grant requests.
• Coordinates activities of operations, maintenance, contracted and airline personnel during airport snow removal operations.
• Participates in airport staff meetings; makes recommendations to establish policies affecting operational activities; prepares and submits operations and maintenance budget requirements.
• Performs related work as required.

EDUCATION
• Completion of a bachelor's degree program at an accredited college or university with major course work in aviation management, engineering, engineering technology, transportation, business administration or a closely related field.
AND
GENERAL EXPERIENCE
• Four years of supervisory operations officer experience monitoring operational activities on an assigned shift at a large hub airport as determined by US Department of Transportation.
AND
SPECIFIC EXPERIENCE
• Three years of experience managing, through subordinate supervisors, either airfield, landside, noise or terminal operations for a large hub US airport with at least one common-use international terminal building.

OR

Any equivalent combination of education and experience determined to be acceptable by the Personnel Department.

THE CLASS (ES) THAT MEET THE TRAINING AND EXPERIENCE REQUIREMENTS ARE:

• Airport Operations Superintendent

• Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

• Required to obtain membership in the American Association of Airport Executives and must become an accredited member within two years after appointment as an Airport Operations Manager.
• Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Airports Operations Manager.
